   مطالعه تطبیقی تاثیر ساختارهای فرصت سیاسی بر فرجام جنبش‌های اسلام‌گرا در انقلاب‌های ایران و مصر

چکیده    هدف: جنبش اسلام‌گرای اخوان المسلمین بعد از دهه‌ها فعالیت سیاسی و مدنی، موفق شده بود «وسیع‌ترین جنبش اسلامی قرن بیستم» را با چندصدهزار عضو در سراسر مصر ایجاد کند، بااین‌حال، و علی‌رغم موفقیت‌هایی چون پیروزی در انتخابات ریاست‌جمهوری 2012، در پایان برهه انقلابی 2013-2011 طی یک کودتاانقلاب از چرخه قدرت سیاسی کنار گذاشته شد. در مقابل، جنبش اسلام‌گرای روحانیون مبارز توانستند بر جریان انقلاب 57-1356 در ایران مسلط شده و درنهایت قدرت سیاسی را در نظام سیاسی جدید به دست بگیرند. هدف این مقاله توضیح زمینه‌های تاریخی چنین فرجام‌های متمایزی برای جنبش‌های اسلام‌گرا در جریان انقلاب‌های ایران و مصر از یک نگاه ساختاری است. روش:این مقاله در سنت مطالعات تطبیقی-تاریخی انقلاب‌ها قرار داشته و برای توضیح موفقیت و ناکامی جنبش‌های اسلام‌گرا در انقلاب، از مفهوم ساختارهای فرصت سیاسی بهره می‌گیرد. یافته‌ها: تفاوت‌های اصلی در ساختار فرصت سیاسی برای جنبش‌های اسلام‌گرا در انقلاب‌های ایران و مصر از این قرار هستند: بالاتر بودن تقابل تاریخی بین روحانیون و کنشگران دینی-سیاسی غیرروحانی در مصر، امکان تجمیع منابع در یک جبهه واحد اسلامی را در مقایسه با ایران دشوارتر کرد؛ استقلال بیشتر نیروهای مسلح از شخص اول کشور در مصر، امکان حفظ آنها در برهه انقلاب به‌عنوان مانعی ساختاری در برابر موفقیت جنبش اسلام‌گرا را تقویت کرد؛ و درست برخلاف ایران، مصر در دهه‌های منتهی به انقلاب شاهد نوعی عقب‌نشینی از سکولاریسم دولتی بود که در کنار بهره‌مندی نهادهای دینی از بودجه‌های دولتی، منجر به تقویت رضایت و نفوذ اسلام محافظه‌کار شده و ازاین‌رو، امکان موفقیت جنبش اسلام‌گرا که بر پایه مبارزه سیاسی استوار بود را تضعیف کرد. نتیجه‌گیری: گذشته از عوامل فرهنگی، شناختی و عاملیت بازیگران حاضر در صحنه انقلاب که در ادبیات تحقیقاتی موجود به آنها اشاره شده است، ساختار فرصت سیاسی برای موفقیت جنبش اسلام‌گرا در انقلاب ایران بسیار مساعدتر از انقلاب مصر بوده است.

   The Impact of Political Opportunity Structures on the Fate of Islamist Movements in Revolution: A Comparative Analysis of Iran and Egypt

Abstract    Objective. After decades of social and political activities, the Islamist Muslim Brotherhood succeeded in establishing “the largest Islamic movement of the twentieth century” with hundreds of thousands members throughout Egypt. However, in despite of political achievements such as winning the 2012 Presidential Election, they lost political power by a couprevolution at the end of the 20112013 revolutionary period. In contrast, the Islamist movement of the combatant clergies succeeded in achieving dominance in the Iranian 197779 Revolution and seizing power in the postrevolutionary political system. The objective of this article is to explain, from a structural perspective, the historical contexts which make such distinct situations possible for the Islamist movements in Iran and Egypt. Method. This article is in the tradition of comparativehistorical studies of revolutions and uses the concept of “political opportunity structures” to explain the success and failure of the Islamist movements in these revolutions. Results. The main differences regarding the political opportunity structure for the Islamist movements in the Iranian and Egyptian revolutions are: more intense conflicts between the clergy and the nonclergy Islamicpolitical activists in Egypt made the accumulation of resources in a united Islamic front more difficult; more armed forces autonomy from the head of the state in Egypt strengthened the possibility of their surviving as a structural barrier against the success of the Islamists in revolution; and in a stark contrast to Iran, Egypt observed a retreat from state secularism in the decades leading up to the revolution, which, along with the benefits of the Islamic institutions from government budgets, increased the political influence and satisfaction of the conservative Islam, and, consequently, weakened the possibility of the combatant Islamists to gain dominance during the revolution. Conclusion. Aside from the cultural, cognitive and agency factors mentioned in the existing literature, the structure of political opportunity was more favorable to the success of the Islamist movement in the Iranian revolution than in the Egyptian one.
