تبیین عناصر و مولفه های قدرت هوشمند حزب الله لبنان

هدف: بررسی تغییرات قدرت در حوزه روابط بین الملل بسیار حایز اهمیت است. به جز بازیگران ملی، برخی از بازیگران فروملی برای دست یابی به نوع جدیدی از روابط مبتنی بر قدرت عملکرد خوبی را از خود نشان داده‌اند. حزب‌الله لبنان پس از سی سال تلاش برای شناخته شدن به عنوان یک بازیگر فروملی در سطح منطقه، اکنون در حال اجرای راهبردها و تاکتیک‌های مبتنی بر قدرت هوشمند است. قدرت هوشمند نوعی از قدرت است که در آن منابع قدرت سخت و نرم در ترکیبی مدبرانه و بهینه به قدرت هوشمند تبدیل می شود. روش: این پژوهش سعی می کند به روش توصیفی-تحلیلی به این سئوال پاسخ دهد که منابع و ابزارهای قدرت هوشمند حزب‌الله کدامند و حزب‌الله چگونه توانسته است به یک قدرت هوشمند در منطقه خاورمیانه تبدیل شود؟ یافته ها: نوع کنشگری حزب‌الله لبنان در سه دهه گذشته با در آمیختن شاخصه‌های قدرت سخت با ارزش های نرم افزارانه قدرت نرم همراه بوده که در نتیجه آن، حزب‌الله به سطحی از قدرت هوشمند در طراز بازیگران فرو ملی دست پیدا کرده است. نتیجه گیری: نتایج پژوهش نشان می دهند که قدرت هوشمند حزب‌الله ناشی از درک و شناخت الزامات کنشگری سیاسی، بهبود روش ها و عملکردها، تعادل بخشی در اقدامات و رفتارها و تنوع بخشی در استفاده از ابزارهای سیاسی می باشد. همچنین بهره‌گیری از مذاکره، ائتلاف، توازن و بازدارندگی نظامی، اقبال به روش های دموکراتیک و توجه به قدرت رسانه و عملیات روانی از عناصر اصلی دست یابی حزب‌الله به قدرت هوشمند می باشند.

Explaining the elements and components of the Lebanese Hezbollah smart power

Objective: Investigating the changes of power in the field of international relations is very important. Except for national actors, some foremost actors have shown good performance in achieving a new kind of powerbased relationship. Hezbollah is now implementing smart powerbased strategies and tactics after thirty years of trying to be recognized as a frontrunner at the regional level. Smart power is a type of power in which hard and soft power sources are converted into smart power in a clever and optimal combination. Method: This research attempts to answer the question of what are Hezbollah’s intelligent power resources and tools and how has Hezbollah been able to become a smart power in the Middle East? Results: The Hezbollah type of activism in the last three decades has been associated with the combination of hard power indices with soft power software values, which result in Hezbollah achieving a level of intelligent power in the context of low national actors. Conclusion: The results show that Hezbollah’s smart power is due to understanding the requirements of political activism, improving methods and practices, balancing actions and behaviors, and diversifying the use of political tools. Negotiation, coalition, balance and military deterrence, democratic methods, and attention to media power and psychological operations are also key elements of Hezbollah’s acquisition of smart power.
