   تحول روابط قطر و عربستان بر اساس الگوهای دوستی/ دشمنی در زیرمحیط امنیتی خلیج فارس

چکیده    هدف: هدف اصلی مقاله مطالعه چگونگی تحول الگوهای ارتباطی دوستی/ دشمنی در منطقه غرب آسیا با تاکید بر مناسبات قطر-عربستان پس از بروز بحران در مناسبات دو کشور است. از سال 2003 شرایطی جدید بر روابط امنیتی غرب آسیا حاکم شد که وابستگی‌های متقابل امنیتی را افزایش داده است. پیامد این تحولات سطح بالایی از رقابت و دشمنی در روابط دولت‌ها، تغییر قطبیت ها، پیوندهای متقابل امنیتی، بی اعتمادی و بی‌ثباتی در مجموعه امنیتی غرب آسیا به طورکلی و زیرمحیط منطقه‌ای خلیج فارس به طور ویژه بوده است. پرسش اصلی این است که الگوی دوستی قطر عربستان در زیرمجموعه منطقه ای خلیج فارس چگونه به الگوی تنش و ناسازگاری تحول یافته است؟ مقاله تلاش می‌کند با استفاده از ابزارهای مفهومی نظریه امنیت منطقه‌ای، تحلیلی روزآمد از پویایی امنیت در مناسبات قطر و عربستان و تاثیر آن بر زیرمحیط منطقه‌ای خلیج فارس ارائه کند. روش: در این پژوهش روش گردآوری داده‌ها اسنادی و رویکرد تجزیه و تحلیل آنها نیز توصیفی-تحلیلی در چارچوب نظریه مجموعه امنیتی است. یافته ها : یافته‌ های پژوهش نشان داد از 2003 به بعد تدریجا الگوهای دوستی/ دشمنی در میان کشورهای منطقه غرب آسیا و خلیج فارس دچار تحول شده است و بر همین مبنا مناسبات قطر و عربستان نیز حول محور برتری جویی منطقه‌ای، تقابل رویکرد اخوانی و سلفی، عملکرد شبکه تلویزیونی الجزیره، و نوع جهت‌گیری در قبال ایران تنش‌آمیز شده است. نتیجه گیری :در یک نگاه کلی بحران ایجاد شده در روابط قطر و عربستان نشانگر تغییر در الگوهای سنتی منطقه ای قدرت است. میراث ماندگار این تحولات بی اعتمادی در بین رهبران کشورهای حاشیه خلیج فارس از یک سو و احتمال قطبی شدن منطقه از سوی دیگر است .

   QatarSaudi relations evolve based on Amity/Enmity patternsUnder the Persian Gulf security environment

Abstract    Objective: The main purpose of this paper is to study how the patterns of amity/enmity in the Middle East transform with an emphasis on QatarSaudi relations after the crisis between two countries. Since 2003, new conditions have been imposed on security relations in the Middle East that have increased security interdependencies. The consequence of these developments is to intensify competition and hostility in government relations, polarization change, security interconnections, mistrust and instability in the Middle East security complex in general and the Persian Gulf region in particular. Therefore, it is important to examine the types of patterns governing countries’ relations in this security complex. The key question is how the QatarSaudi amity pattern in the Persian Gulf subregion has evolved into a pattern of tension and incompatibility? Using theoretical tools available in regional security theory, this paper illustrates an uptodate analysis of the dynamics of security in the Persian Gulf regional context. Method: The method used in this study is descriptiveanalytical and attempts to analyze the regional security complex designed by Buzan with emphasis on the patterns of amity / enmity between Saudi Arabia and Qatar. Results: The findings show that the patterns of amity / enmity have gradually evolved between the countries of Middle East and Persian Gulf since 2003. And therefore QatarSaudi relations have intensified on regional superiority, Brotherhood and Salafist approach confrontation, Al Jazeera programs, and the nature of orientation toward Iran. Conclusion: According to results as a whole, the QatarSaudi crisis reflects a shift in traditional regional patterns of power. Thus the lasting legacy of these developments is the distrust among the leaders of the Persian Gulf states and the possible polarization in the region.
