مرجع امنیت ملی در اندیشه‌ی فقهی آیت‌الله خامنه‌ای

یکی از سطوح مهم امنیت، امنیت ملی است؛ مسئله مرجع امنیت ملی نیز دارای جایگاه مهمی در نظریات امنیتی خواهد بود. از آنجا که اسلام دینی جامع و در همه ابعاد زندگی انسان، صاحب نظریه است، سوال این است که نظر اسلام در مورد مرجع امنیت ملی چیست. برای پی‌بردن به ایده شریعتِ اسلامِ راستین، باید از مسیر فقه شیعه گذر کرد. یکی از فقهای امامیه آیت‌الله خامنه‌ای است که دارای جایگاه منحصربه‌فرد اجتماعی و سیاسی بوده؛ لذا اندیشه فقهی ایشان دارای پشتوانه عظیم چنین تجربه‌ای است. مسئله‌ی مقاله حاضر، چیستی مرجع امنیت ملی از منظر فقهی آیت‌الله خامنه‌ای است. این پژوهشِ بنیادی و اکتشافی در صدد است با روش استنباط استنادی، سخنان و مکتوبات رهبر انقلاب را بررسی نموده؛ با ملاک‌هایی نظیر تصریح، تاکید، تکرار و ...، مرجع امنیت ملی را از بین مهم‌ترین موضوعات امنیتی، به‌دست آورد. ازآنجاکه محور امنیت در این نوشتار، انسان و حقوق اوست، شاکله بحث بر اساس تقسیم به حقوق متصل بنیادین و حقوق متصل روبنایی و حقوق منفصل طراحی گردیده و بر طبق یافته‌های تحقیق حاضر، از بین سه مورد مذکور به ترتیب سه موضوع اسلام، ثبات کشور و استقلال، دارای اهمیت بیشتر بوده و از بین این موارد، اسلام، چه در قالب ایمان و باور ملی و چه ایدئولوژی نظام سیاسی، دارای اولویت بیشتر و مرجع امنیت ملی از منظر رهبر انقلاب اسلامی است و دو موضوع دیگر نقشی مقدمی و اجتناب‌ناپذیر نسبت به آن دارند.

One of the Imami jurists is Ayatollah Khamenei, who has a unique social and political position; Therefore, his jurisprudential thought has a great support for such an experience. The issue of the present article is what is the source of national security from the jurisprudential point of view of Ayatollah Khamenei. This fundamental and exploratory research seeks to examine the words and writings of the Supreme Leader of the Revolution by means of citation inference; With criteria such as clarification, emphasis, repetition, etc., the national security authority was obtained from among the most important security issues. Since the axis of security in this article is human beings and their rights, the structure of the discussion is designed based on the division into fundamental connected rights, superficial connected rights and separate rights. According to the findings of the present study, among the three mentioned issues, Islamic stability And independence is more important and among these cases, Islam, both in the form of national faith and ideology and the ideology of the political system, has a higher priority and a source of national security from the perspective of the Supreme Leader of the Islamic Revolution and the other two issues To have it.
