مولفه‌های دولت شفاف از منظر امام‌خمینی و آیت‌ا... خامنه‌ای

پژوهش حاضر تلاش دارد تا مولفه‌های دولت شفاف را از منظر امام‌خمینی و آیت‌الله خامنه‌ای استخراج و ارائه کند. روش: این مقاله به روش کیفی و با رویکرد تحلیلی مقایسه‌ای تدوین شده. ابزار گردآوری اطلاعات، مطالعه کتابخانه‌ای و اسنادی شامل کتاب‌ها، سایت‌ها و مقالات تخصصی بوده است. یافته‌ها: یافته‌های این مقاله نشان داد به‌رغم اینکه دولت شفاف مفهومی نوپدید است اما در ادبیات نظری و مشی امام و رهبری همه مولفه‌های این دولت مورد تاکید بوده است. ضرورت آزادی اطلاعات، شفافیت مالی، پاسخ‌گویی، نظارت، امربه معروف و نهی از منکر، قانون‌گرایی و مشارکت مقوله‌های مقوم دولت شفاف هستند که در اندیشه‌های امام و رهبری بر آن تاکید شده است. نتیجه‌گیری: با مطالعه تحلیلی و مقایسه‌ای مشخص شد که اشتراک‌نظر در مولفه‌های 8گانه دولت شفاف در اندیشه این دو متفکر کاملا هویدا است؛ علاوه بر این، اشتراک نظری در ارائه راهکار و مخاطب قرار دادن دولت شفاف در هر یک از این 8 مولفه برای دست‌یابی به یک مدل حکمرانی خوب در جمهوری اسلامی ایران کاملا مشهود شده است.

Components of a transparent government from the perspective of Imam Khomeini and Ayatollah Khamenei

Objective: The present study attempts to extract and present the components of a transparent government from the perspective of Imam Khomeini and Ayatollah Khamenei. Method: This article is a qualitative method with a comparative analytical approach. Data collection tools were library and documentary studies including books, sites and specialized articles. Findings: The findings of this article showed that despite the fact that transparent government is an emerging concept, but in the theoretical literature and the policy of the Imam and the leadership, all components of this government have been emphasized. The need for freedom of information, financial transparency, accountability, oversight, enjoining what is right and forbidding what is evil, legalism and participation are clear categories of government that are emphasized in the thoughts of the Imam and the leadership. Conclusion: Through analytical and comparative study, it was found that the common denominator in the eight components of a transparent government is quite obvious in the minds of these two thinkers; In addition, the theoretical commonality in providing a solution and addressing a transparent government in each of these eight components to achieve a good governance model in the Islamic Republic of Iran is quite evident.
