بررسی مقایسه‌ای جایگاه مشورت در نظریّه‌های مردم‌ سالاری ‌دینی و دموکراسی مشورتی

مشورت به عنوان یکی از مفاهیم سیاسی اجتماعی قرآن و از سنت ‌های نبوی، مقوّم نظریه مردم ‌سالاری‌دینی است. از سوی دیگر، جزء ذاتی و از ارکان هستی ‌بخش نظریه دموکراسی مشورتی نیز به شمار می ‌آید. از این ‌رو بررسی کم و کیف این مفهوم در هر دو نظریه می‌ تواند ماهیت این نظریه‌ ها و سازوکار اداره جامعه توسط آن ها را آشکارتر سازد. درعین‌حال مفهوم مشورت اگرچه در هر دو نظریه مشترک است، اما از منظر هستی ‌شناختی، معرفت شناختی و انسان ‌شناختی، تفاوت ‌هایی ماهوی میان آن ها وجود دارد که خاستگاه این تفاوت را می‌ توان توحیدی بودن یکی و اومانیستی بودن دیگری دانست. پژوهش حاضر کوشیده است به اختصار، تمایزات یادشده و اشتراکات دو نظریه را از منظر اندیشمندان مطرح در این حوزه تشریح و جایگاه مشورت در هر یک از آن ها را تبیین نماید. در پایانْ جدولی از شباهت‌ ها و تفاوت‌ های مفهوم مشورت در دو نظریه مردم ‌سالاری ‌دینی و دموکراسی مشورتی ارائه گردیده است.

A Comparative Study of the Place of Consultation In Theories of Religious and Consultative Democracy

Consultation as one of the social and political concepts of the Qur’an and of the prophetic traditions has strengthened the religious democracy. On the other hand, it is also an intrinsic component of the theory of deliberative democracy. Thus, a brief examination of the concept in both theories can reveal the nature of these theories and the mechanism of their governance. At the same time, the concept of consultation, although common in both theories, exists on the ontological, epistemological, and anthropological grounds, and there are substantial differences between them that can be attributed to being monotheistic and humanistic. The present study has attempted to briefly explain the aforementioned distinctions and the two theories from the perspective of the scholars in this field and explain the place of consultation in each of them. At the end a table of similarities and differences in the concept of deliberation is presented in the two theories of religious democracy and deliberative democracy
