موانع تامین مالی بخش عمومی برای پروژه‏های عمرانی استان اصفهان با رویکرد چندمعیاره

اهداف: با مشارکت عمومی – خصوصی، بخش عمومی علاوه‏بر برخورداری بهینه از تخصص، منابع و نوآوری بخش خصوصی، خدمات کارا و اثربخش ارائه خواهد کرد. اگرچه مشارکت‏های عمومی خصوصی ازلحاظ نظری جذاب است، برای پیاده‏سازی آن در عمل، مشکلات بسیاری وجود دارد. هدف پژوهش حاضر، موانع تامین مالی بخش عمومی برای پروژه‏های عمرانی استان اصفهان با رویکرد چندمعیاره است. روش: جامعۀ آماری این پژوهش شامل کلیۀ مدیران، کارشناسان و خبرگانی است که در زمینۀ تامین مالی بخش عمومی دارای تخصص، تجربه و آگاهی لازم هستند. با توجه به نامشخص‌بودن حجم دقیق این جامعه، با در نظر گرفتن اشباع نظری، حجم نمونه40 نفر در نظر گرفته و به روش نمونه‏گیری سهمیه‏ای تعداد 40 پرسش‌نامه بین 20 سازمان از کل سازمان‏های متصدی پروژه‏های عمرانی در استان، توزیع شد. ابزار اندازه‏گیری، پرسش‌نامۀ پژوهشگرساخته است که خبرگان، روایی صوری و محتوایی آن را تایید کردند. نتایج: برای تجزیه و تحلیل داده‏ها با استفاده از روش تاپسیس، پاسخ سوالات این پژوهش بررسی و درنهایت 66 مانع شناسایی و در پنج دسته طبقه‏بندی شد؛ علاوه‏بر این یافته‏های پژوهشی نشان می‏دهد قراردادهای مشارکت عمومی خصوصی به ترتیب کمترین موانع شامل قراردادهای خدماتی، اجاره‏ای، مدیریتی، ساخت و بهره‌برداری، انتقال، اعطای امتیاز و سرمایه‏گذاری مشترک می‌شوند.

Barriers of Public Sector Financing for Construction Projects in Isfahan Province Using a MultiCriteria Approach

Objective: By publicprivate partnerships, the overflow of resources and innovation goes from the private sector to the public sector, and, consequently, the public sector could improve the efficiency and effectiveness of its services. Despite the attractiveness of publicprivate partnerships, there are many barriers to their implementation. The aim of this study is to investigate the barriers of public sector financing for construction projects in Isfahan province using a multicriteria approach. Method: The statistical population includes all managers and experts who have the necessary expertise, experience, and knowledge in the field of public sector financing. Due to the uncertainty of the exact size of the statistical population, using the theoretical saturation, the sample size was determined to be 40. Thus, we distributed 40 questionnaires among 20 organizations active in construction projects in the Isfahan province. The measurement instrument of this study was a researchermade questionnaire whose validity was confirmed by experts. The TOPSIS method was applied to answer the research questions. Results: The results show 66 barriers in 5 categories. The findings also show that publicprivate partnership contracts with the least barriers are service contracts, lease agreements, management contracts, construction, operation, transfer, concession, and joint ventures, respectively.
