اولویت بندی معیارهای موثر بر بازدارندگی جمهوری اسلامی ایران به روش فازی

بازدارندگی به عنوان یکی از راهبردهای دفاعی در هر کشوری، به عنوان یک جایگزین برای سیاست تهاجمی آن کشور قلمداد می‌گردد. بر این اساس یک نظام در صحنة بین المللی و یا حتی در سطح ملی برای آنکه خود را در معرض تهاجمات اقتصادی، سیاسی، فرهنگی و نظامی دشمنان و مخالفان داخلی و خارجی نبیند، ناگزیر به اتخاذ یک سیاست بازدارندگی مناسب می‌باشد. با توجه به اهمیت سیاست بازدارندگی کشور به عنوان یکی از بنیادی‌ترین نیازهای جامعه ما و مهمترین عامل بقاء اجتماعات بشری در این مقاله به بررسی اولویت بندی معیارهای موثر بر بازدارندگی به روش فازی پرداخته شده است. بدین منظور شاخص‌ها و معیارهای بازدارندگی ابتدا از طریق نظرسنجی و مصاحبه با خبرگان و صاحب نظران این حوزه، در چهار دسته نیروی انسانی و عوامل رفتاری و عوامل تجهیزات و عوامل دیپلماسی گروه بندی گردیدند در ادامه با استفاده از تکنیک فرایند سلسله مراتب فازی میزان وزن اهمیت هر یک از معیارها محاسبه شد پس از جمع آوری داده ها نمرات نهایی ی محاسبه و ارائه شده است. هم چنین در گام آخر با توجه به اوزان حاصله، وضعیت کنونی بازدارندگی در هر معیار سنجش شده است.

prioritizing effective criteria on deterrence of the islamic republic of iran by fuzzy method

inhibition is one of the defensive policies in any country, which is against the aggressive policy of that country. accordingly, a system on the international scene or even nationally, in order not to expose itself to the economic, political, cultural and military attacks of enemies and dissenters inside and outside the country, a proper deterrent policy must be adopted. considering the importance of deterrence policy as one of the most basic needs of our society and the most important factor in the survival of human societies, this paper examines the prioritization of effective measures for deterrence by fuzzy method. to this end, indicators and deterrent criteria were first grouped through questionnaires and interviews with experts in this field in six groups of human resources and behavioral factors and equipment factors and factors of diplomacy. then, using the fuzzy hierarchy process technique, the weight of each index was calculated, after collecting data, the final scores are calculated and presented. also, in the last step, according to the weights, the present deterrence level is measured in each criterion.
