نقش سازمان بازرسی کل کشور در پیشگیری از تخلفات اداری با رویکرد مقابله با نظارت‎گریزی مدیران دولتی

ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﺑﻪ ﺑﺮرﺳﯽ ﻧﻘﺶ ﺳﺎزﻣﺎن ﺑﺎزرﺳﯽ ﮐﻞ ﮐﺸوردرﭘﯿﺸﮕﯿﺮی از ﺗﺨﻠﻔﺎت اداری ﻣﺪﯾﺮان دوﻟﺘﯽ ﺑﺎ روﯾﮑﺮد ﻣﻘﺎﺑﻠﻪ ﺑﺎ ﻧﻈﺎرت ﮔﺮﯾﺰی آﻧﺎن ﭘﺮداﺧﺘﻪ اﺳﺖ. ﻧﻮع ﺗﺤﻘﯿﻖ ﮐﻤﯽ و روش ﺗﺤﻘﯿﻖ، ﭘﯿﻤﺎﯾﺸﯽ و اﺑﺰار ﺟﻤﻊ آوری اﻃﻼﻋﺎت ﭘﺮﺳﺸﻨﺎﻣﻪ ﺳﺎﺧﺖ ﯾﺎﻓﺘﻪ اﺳﺖ. ﺟﺎﻣﻌﻪ آﻣﺎری ﺗﻤﺎ ﻣﯽ ﻣﺪﯾﺮان دﺳﺘﮕﺎه ﻫﺎی اداری ﺗﺤﺖ ﻧﻈﺮ ﺳﺎزﻣﺎن ﺑﺎزرﺳﯽ، ﻗﻀﺎت و اﺳﺎﺗﯿﺪ داﻧﺸﮕﺎه در اﺳﺘﺎن ﮐﺮدﺳﺘﺎ ن اﺳﺖ ﮐﻪ ﺗﻌﺪاد 234 ﻧﻔﺮ از آنﻫﺎ ﺑﻪ ﺷﯿﻮه ﻧﻤﻮﻧﻪﮔﯿﺮی اﻧﺘﺨﺎب ﺷﺪﻧﺪ. ﻧﺘﺎﯾﺞ ﻧﺸﺎن داد ﮐﻪ از ﻧﻈﺮ ﭘﺎ ﺳﺨﮕﻮﯾﺎن، ﺳﺎزﻣﺎن ﺑﺎزر ﺳﯽ ﮐﻞ ﮐ ﺸﻮر اﮔﺮﭼﻪ درارﺗﻘﺎی ﮐﺎرآﻣﺪی د ﺳﺘﮕﺎه ﻫﺎی اﺟﺮاﯾﯽ از ﻃﺮﯾﻖ ﻧﻈﺎرت و ﮐﻨﺘﺮل راﻫﺒﺮدی، ﺑﺎﻻﺗﺮ از ﺣﺪ ﻣﺘﻮﺳﻂ ﻋﻤﻞ ﮐﺮده اﺳﺖ، اﻣﺎ در راﻫﺒﺮدﻫﺎی ارﺗﻘﺎء ﻓﺮﻫﻨﮓ ﻧﻈﺎرتﭘﺬﯾﺮی و اﺟﺘﻨﺎب از ﻧﻈﺎرتﮔﺮﯾﺰی و ﻧﯿﺰ در ﺷﺎﺧ ﺼﻪ ﻫﺎی ﻧﻈﺎرت ﻧﻮﯾﻦ و ﻣﻘﺎﺑﻠﻪ ﺑﺎ ﻓ ﺴﺎ د، در ﺣﺪ اﻧﺘﻈﺎر ﻇﺎﻫﺮ ﻧ ﺸﺪه ا ﺳﺖ. ﺑﻪ ﻋﻨﻮان ﻧﺘﯿﺠﻪﮔﯿﺮی، ﺑﺪون اﯾﻨﮑﻪ ﺑﺘﻮان ﻧﻘﺶ ﻣﺜﺒﺖ و ﺳﺎزﻧﺪه ﺳﺎزﻣﺎن ﺑﺎزر ﺳﯽ ﮐﻞ ﮐ ﺸﻮر در ﭘﯿ ﺸﮕﯿﺮی از ﺗﺨﻠﻔﺎت اداری ﻣﺪﯾﺮان دوﻟﺘﯽ ﺑﺎ ﺗﺄﮐﯿﺪ ﺑﺮ ﻣﻘﺎﺑﻠﻪ ﺑ ﺎ ﻧﻈﺎرتﮔﺮﯾﺰی آﻧﺎن را در ﺑﺮﺧﯽ از اﺑﻌﺎد ﻧﺎدﯾﺪه ﮔﺮﻓﺖ، ﻻزم اﺳﺖ آن ﺳﺎزﻣﺎن ﺑﻪ ﺗﻘﻮﯾﺖ ﻧﻘﺶﻫﺎی ﻧﻈﺎرﺗﯽ ﺧﻮد ﺑﺮ ﺳﺎزﻣﺎنﻫﺎ و ﻣﺪﯾﺮان دوﻟﺘﯽ ﺑﭙﺮدازد.

the study on the role of the general inspection organization in the prevention of administrative violations with approach of coping with escape monitoring of governmental managersh. haidari , a. mohammadi melgharni , e. hosseini sadrabadi , m. r. mehrvarz abstractthis study paid to the role of the general inspection organization in the prevention of administrative with approach of coping with escape monitoring of governmental managers. the research method is survey and the data was gathered by structured questionnaire. the statistical population is all managers of administrative bodies under the supervision of the inspection agency, judges and university professors in kurdistan province that 234 person of them were selected by sampling. the results showed that according to the respondents, although the general inspection organization has acted above average in improving the efficiency of executive bodies through strategic monitoring and control, but in the strategies of promoting the culture of controllability and avoiding from escape monitoring, also, in the indicators of modern monitoring and combating corruption, it has not appeared as expected and has been relatively weak. as conclusion, without considering the positive and constructive the role of the general inspection organization in preventing administrative violations of governmental managers by emphasizing the coping with escape monitoring in some dimensions, but in some cases it did not appear as expected and, it needs to strengthen its oversight roles over governmental organizations and managers.
