تبیین ابعاد، مولفه ها و شاخص های فناوری اطلاعات و ارتباطات در حوزه امنیت ج. ا. ایران

امروزه فناوری اطلاعات هم به عنوان منابع و دارایی‌های اصلی سازمان‌ها شناخته شده، هم زمینه‌ساز انتقال، جابجایی و بکارگیری موثر اطلاعات در کشورها بوده لذا از اهمیت ویژه‌ای برخوردار بوده و بر امنیت کشورها اثرگذار می‌باشد. در این تحقیق با استفاده از روش داده بنیاد و فرایند تحلیل شبکه‌ای، ابعاد، مولفه‌ها و شاخص‌های فناوری اطلاعات و ارتباطات در حوزه امنیت ج. ا. ا. شناسایی و تبیین گردید. اطلاعات مورد نظر از هر دو روش کتابخانه‌ای و میدانی( مصاحبه با متخصصان، توزیع پرسشنامه و تشکیل جلسات خبرگی) جمع‌آوری گردید. سپس اطلاعات مورد غربالگری و دسته‌بندی قرار گرفته و به کمک نرم افزار ابر‌تصمیم‌ساز و spss مورد بررسی و تحلیل قرار گرفت. نتایج تحقیق برای تایید مجدد در قالب پرسشنامه‌ای، بین نخبگان توزیع گردید و نتایج مورد تایید قرار گرفت. این تحقیق از نوع ، کاربردی - توسعه‌ای و به روش توصیفی تحلیلی با رویکرد ترکیبی بوده، ابزار گردآوری داده‌ها، فیش‌برداری، مصاحبه و توزیع پرسشنامه بوده است. جامعه آماری به‌صورت هدفمند تعیین‌شده و پرسشنامه بین آنان توزیع گردید. تحلیل داده‌های کمی با استفاده از روش‌های آماری توصیفی صورت پذیرفته و هفت بعد( اقدامات اطلاعاتی، اقدامات اجتماعی - سیاسی، ظرفیت‌سازی، هماهنگی ملی‌ و بین‌المللی، ساختارهای اجرایی و پیاده‌سازی، اقدامات فنی و قوانین‌و‌مقررات) احصاء گردید. مولفه هر بعد شامل( اقدامات اطلاعاتی 5 مولفه، اقدامات اجتماعی - سیاسی 5 مولفه، ظرفیت‌سازی 5 مولفه، هماهنگی ملی‌ و بین‌المللی 4 مولفه، ساختارهای اجرایی و پیاده‌سازی 4 مولفه، اقدامات فنی 6 مولفه و قوانین‌و‌مقررات 3 مولفه) و برای هر مولفه نیز دو شاخص انتخاب گردید( 7 بعد، 32 مولفه و 68 شاخص).

explain the dimensions, components and indicators of information and communication technology in the field of security in the i.r.i

today, information technology is recognized as the main resources and assets of organizations, thuse the basis for the effective transfer, transfer and use of information in countries, so it is of particular importance and affects the security of countries. in this research, using the data method of the foundation and the process of network analysis, dimensions, components and indicators of information and communication technology in the field of i.r.i security identified and explained. the data were collected from both library and field methods (interviews with experts, distribution of questionnaires and expert meetings). then, the information was screened and categorized and analyzed using superdecision maker software and spss. the results of research were distributed among the elites in the form of a questionnaire for reconfirmation and the results confirmed. this research is an applieddevelopmental and descriptiveanalytical method with a combined approach. it has been a tool for data collection, filing, interviewing and distribution of questionnaires. the statistical population was purposefully determined and a questionnaire was distributed among them. quantitative data analysis was performed using descriptive statistical methods and seven dimensions (intelligence measures, sociopolitical measures, capacity building, national and international coordination, executive structures and implementation, technical measures and laws and regulations) were counted. each component includes (5component intelligence measures, 5component sociopolitical measures, 5component capacity building, 4component national and international coordination, 4component executive and implementation structures, 6component technical measures and 3component laws and regulations) each component was selected two indicators (7 dimensions, 32 components and 68 indicators).
