هم افزاییِ کارگزارنِ تراز به مثابه ی سفیران تحوّل گرا، تعالی بخش و تمدّن ساز (شایستگی ها و راه های تقویت آن)

زمینه و هدف: در مسیر تحقق تمدن نوین اسلامی، نقش کارگزاران در کارآمدی دین و تعالی نظام اسلامی منحصر بفرد است. در همین راستا این مقاله تلاش نمود با احصای مولفه های شایستگی کارگزاران تراز دولت اسلامی ایران و راه های تقویت آن مولفه ها در جهت زمینه سازی تحقق دولت اسلامی در فصل جدید زندگی جمهوری اسلامی گام بردارد. روش: در فرآیند پژوهش، با بهره گیری از نظریه داده بنیاد متنی کلیه بیانات آیت الله خامنه ای در جمع کارگزاران فیش برداری و داده ها با کدگذاری های باز، انتخابی و نظری تحلیل گردید. یافته ها: مبتنی بر رویکرد راهبردمحور و ارزش محور در تعیین شایستگی ها، تعداد 22 مقوله اصلی برای شایستگی های کارگزاران شناسایی و 16 مقوله اصلی برای راه های تقویت آن شناسایی گردید. نتیجه گیری و پیشنهادها: نظام جمهوری اسلامی ایران می تواند با تربیت و سازماندهی موثّر کارگزاران ترازِ دولت اسلامی هم راستا با شایستگی های تحوّل گرا، تعالی بخش و تمدّن ساز با بهره گیری از راه هایی مانند استحکام ساخت درونی، انسجام نسلی، شناسایی و هدایت نیروهای جوان مستعد (نجم) و گسترش هیئت های اندیشه ورزی در افق تمدّنی انقلاب اسلامی در جهان تاثیرگذار باشد و با هم افزایی کارگزاران خود در قالب «بسیج سفیران تحوّل گرا، تعالی بخش و تمدّن ساز»، گام های استوارتری در جهت تمدّن سازی بردارد.

synergy of public officials aligned as transformative, transcendental and civilized ambassadors (competencies & ways of its improvement)

to achieve a new islamic civilization, the public officials’ role in the efficiency of religion and excellence of the islamic system is exclusive. in this regard, this article attempted to take steps to establish the islamic government in the new chapter of the life of the islamic republic of iran by counting the components of competency of the public officials aligned with the islamic republic of iran and improving those components.in the research process, having used textual grounded theory, all ayatollah khamenei’s statements were recorded among the public officials, and the data were analyzed by open, selective and theoretical coding.based on the strategyoriented and valueoriented approach in specifying the competencies, 22 main categories for public officials’ competencies and also 16 main categories for their improvement were identified.government of the islamic republic of iran can be effective at the horizon of the civilization of islamic revolution in the universe, by effectively training and organizing the public officials aligned with the government of the islamic republic of iran, in line with the transformative, transcendental and civilized competencies, having used ways to strengthen the internal construction, generational cohesion, identifying and guiding talented young human resources and expanding think tanks and shall take firm steps toward civilization through synergy of its public officials in the form of & transformative, transcendental and civilized ambassadors&.
