آسیب‌شناسی خط‌مشی‌گذاری حوزه تعاون در مرحله تدوین(ﻣﻄﺎﻟﻌﻪ ﻣﻮردی: اداره ﮐﻞ ﺗﻌﺎون اﺳﺘﺎن ﺗﻬﺮان)

ﻫﺪف از اﻧﺠﺎم اﯾﻦ ﭘﮋوﻫﺶ، آﺳﯿﺐﺷﻨﺎﺳﯽ ﺧﻂﻣﺸﯽﮔﺬاری ﺣﻮزه ﺗﻌﺎون در ﻣﺮﺣﻠﻪ ﺗﺪو ﯾﻦ ﻣﯽ ﺑﺎﺷﺪ . ﺟﻬﺖ رﺳﯿﺪن ﺑﻪ اﯾﻦ ﻫﺪف ﻋﻮاﻣﻞ و ﻣﺘﻐﯿﺮﻫﺎی اﺛﺮﮔﺬار از ﻃﺮﯾﻖ ﺗﺤﻠﯿﻞ ﻣﺤﺘﻮای ﻣﺘﻮن (ﺑﺮرﺳﯽ ﻣﻘﺎﻻت و ﭘﺎﯾ ﺎن ﻧﺎﻣﻪ ﻫﺎ و ادﺑﯿﺎت ﻣﺮﺗﺒﻂ ﺑﺎ ﻣﻮﺿﻮع ﭘﮋوﻫﺶ، ﺑﺪﯾﻦﺻﻮرت ﮐﻪ اﺑﺘﺪا ادﺑﯿﺎت و ﻣﺒﺎﻧﯽ ﻣﺮﺗﺒﻂ ﻣﻮرد ﺑﺮرﺳﯽ و ﮐﺪﮔﺬاری ﻗﺮار ﮔﺮﻓﺘﻪ و ﺷﺎﺧﺺﻫﺎی ﻣﺮﺗﺒﻂ اﺳﺘﺨﺮاج و ﻣﻮرد ﺑﺮرﺳﯽ ﻗﺮار ﮔﺮﻓﺘﻨﺪ) اﺳﺘﺨﺮاج ﺷﺪﻧﺪ، ﭘﺮﺳﺸﻨﺎﻣﻪ دﻟﻔﯽ ﻃﺮاﺣﯽ و ﻣﯿ ﺎن ﺧﺒﺮﮔﺎن ﺗﻮزﯾﻊ و ﺑﺮ ﭘﺎﯾﻪ ﻧﺘﺎﯾﺞ، ﻣﺪل ﻣﻔﻬﻮﻣﯽ ﺗﺤﻘﯿ ﻖ ﻃﺮاﺣ ﯽ ﮔﺮدﯾ ﺪ. ﺳﭙﺲ ﭘﺮﺳﺸﻨﺎﻣﻪ ﮐﻤ ﯽ ﻃﯿ ﻒ ﻟﯿﮑﺮت ﺑﺮ ای روش ﻣﺪلﺳﺎزی ﻣﻌﺎدﻻت ﺳﺎﺧﺘﺎری5 و ﻣﻘﺎﯾﺴﻪ زوﺟﯽ ﺑﺮای روش ﺗﺤﻠﯿﻞ ﺳﻠﺴﻠﻪﻣﺮاﺗﺒﯽ6 ﻃﺮاﺣ ﯽ و ﺑﺎ روش ﻧﻤﻮﻧﻪ ﮔﯿ ﺮی ﺗﺼﺎدﻓﯽ ﺳﺎده اﻃﻼﻋﺎت از ﻣﺘﺨﺼﺼﺎن ﻓﻌﺎل در ﺣﻮزه ﺗﻌﺎون ﺑﻪﺻﻮرت ﭘﯿﻤﺎﯾﺸﯽ ﺑﺮ ای ﺳﺎل 1398 ﺟﻤﻊ آوری ﺷﺪ . ﻧﺘﺎﯾﺞ ﻧﺸﺎن داد ﻣﺴﺎﺋﻞ و ﻣﺸﮑﻼت در راﺑﻄﻪ ﺑﺎ ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت، ذیﻧﻔﻌﺎن واﺑﺴﺘﻪ، ﮔﺮوهﻫﺎی ﻓﺸﺎر و ﻋﻮاﻣﻞ ﻣﺤﯿﻄﯽ از آﺳﯿﺐﻫﺎی ﺧﻂﻣﺸﯽﮔﺬاری ﻣﺮﺣﻠﻪ ﺗﺪوﯾﻦ ﺣﻮزه ﺗﻌﺎون ﻫﺴﺘﻨﺪ. ﻧﺘﺎﯾﺞ رﺗﺒﻪﺑﻨﺪی ﻣﻌﯿﺎرﻫﺎی ﻣﺪل ﻧﯿ ﺰ ﻧﺸﺎن داد از دﯾ ﺪ ﺧﺒﺮﮔﺎن ﺑﯿﺸﺘﺮﯾﻦ ﻣﺸﮑﻼت در زﻣﯿﻨﻪ ﺧﻂﻣﺸﯽﮔﺬاری ﺑﻪ ﺗﺮﺗﯿﺐ ﻣﺮﺑﻮط ﺑﻪ ﻋﻮاﻣﻞ ﻣﺤﯿﻄﯽ و ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت اﺳﺖ . رﺗﺒﻪ ﺑﻨﺪی زﯾﺮﻣﻌﯿﺎرﻫﺎ ﻧﯿﺰ ﻧﺸﺎن داد ﺑﺮای ﻫﺮﯾﮏ از ﻣﻌﯿﺎرﻫﺎی ﻣﻨﺎﺑﻊ و اﻣﮑﺎﻧﺎت، ذیﻧﻔﻌﺎن واﺑﺴﺘﻪ ، ﮔﺮوه ﻫﺎی ﻓﺸﺎر و ﻋﻮاﻣﻞ ﻣﺤﯿﻄﯽ ﻣﻬﻢﺗﺮﯾﻦ زﯾﺮﻣﻌﯿﺎرﻫﺎی اﺛﺮﮔﺬار ﺑﻪ ﺗﺮﺗﯿﺐ ﺷﺎﻣﻞ ﻋﺪم ﺑﻬﺮهوری ﻻزم از ﻣﻨﺎﺑﻊ ﻣﺎﻟﯽ، اﻧﺴﺎ ﻧﯽ و ﺳﺎزﻣﺎ ﻧﯽ، ذیﻧﻔﻊ ﺑﻮدن ﺧﺎﻧﻮاده، ﺧﻮﯾﺸﺎوﻧﺪان، دوﺳﺘﺎن واﺑﺴﺘﮕﺎن، ﻓﺸﺎرﻫﺎی ﺳﯿﺎﺳﯽ و ﺑﯽﺗﻮﺟﻬﯽ ﺑﻪ اﻓﮑﺎر ﻋﻤﻮﻣ ﯽ و ﺧﻮاﺳﺖ ﺟﺎﻣﻌﻪ ﻫﺴﺘﻨﺪ.

Providing a pathological model of cooperative policy

The co-operative sector is one of the fundamental parts of the country that has yet to reach its true position; experts see the reason for this policy as inadequate. In this research, the pathology of cooperative policymaking has been attempted in the formulation stage and the ranking of the damaging factors in the general policy has been attempted. In order to achieve this goal, effective factors and variables were extracted through content analysis, Delphi questionnaire was designed and conceptual model of research was designed based on the results. Then Likert spectrum quantitative questionnaire for structural equation modeling (SEM) and paired comparisons for hierarchical analysis (AHP) were designed and survey data was collected by simple cooperative sampling method from. The results showed that issues and problems related to resources and facilities, related stakeholders, pressure groups, and environmental factors are the culprits of the policy-making phase of the cooperative domain. Model ranking results also showed that from the experts’ viewpoint, most of the problems in policy making were related to environmental factors, resources and facilities, respectively. Sub-criteria ratings also showed that for each resource and facility criterion, dependent stakeholders, pressure groups, and environmental factors, the most important sub-criteria, respectively, were lack of necessary financial, human and organizational resources, family beneficiaries, relatives, friends of relatives, Political pressure and disregard for public opinion and the will of society
