طراحی الگویی جهت پیاده‌سازی استراتژی در بخش عمومی نمونه مورد بررسی: برون سپاری دفاتر خدمات الکترونیک قضایی در قوه قضاییه

طرح ارائه خدمات الکترونیک قضایی، از طرح‌های بزرگ و مهم دستگاه قضایی است که مورد توجه و تاکید مدیران عالی دستگاه قضایی است. اجرایی کردن این طرح، گامی مهم در توسعه فناوری اطلاعات و ارتباطات در دستگاه قضایی و توسعه دولت الکترونیک در کشور ما به شمار می‌آید. از این رو پیاده‌سازی ضعیف برنامه‌های استراتژیک در بخش عمومی منجر به ارائه خدمات ضعیف خواهد شد. هدف از این پژوهش ارائه الگویی مفهومی است که بتواند در سازمان‌های بخش عمومی به کار گرفته شود تا شکاف بین تدوین و اجرای استراتژی پر شود. جامعه مورد نظر پژوهش کلیه مدیران، سرپستان و مجریان و کارمندان در گیر در طرح های اجرایی سازمان قوه قضاییه می باشد. بدین منظور با 24 نفر از مدیران ارشد، مدیران اجرایی و معاونین و افراد کلیدی اجرای طرح برون سپاری خدمات قضایی که در اجرای راهبرد مورد نظر پژوهش مشارکت داشته‌اند و اساتید دانشگاهی، مصاحبه نیمه ساختار یافته صورت گرفت و با کمک نرم‌افزار تحلیل اکتشافی maxquda و بر اساس راهبرد نظریه داده بنیاد و رهیافت ظاهر شونده گلاسر به کدگذاری باز و ثانویه پرداخته شد. بنابراین مطالعه پیش رو با استفاده از پژوهش کیفی و با اتکا بر پارادایم تفسیری ساخت‌گرای اجتماعی به دنبال استخراج چیستی و چرایی الگوی پیاده‌سازی راهبرد در بخش عمومی در نهاد قوه قضاییه است. در نهایت10مولفه موثر در قالب چهار مقوله اصلی شامل عوامل محتوایی، فرایندی، زمینه‌ای و انطباقی، مفهوم سازی و طبقه بندی شده است. سپس الگوی طراحی شده نهایی به تایید مشارکت‌کنندگان و ناظرین بیرونی رسید.

Design Pattern For Implementation Of Public Sector StrategyCase Study: Outsourcing Of Judicial Electronic Services Offices In The Judiciary

The proposal to provide judicial electronic services is one of the major and important initiatives of the judiciary, which is emphasized by the top executives of the judiciary. The implementation of this plan is an important step in the development of information and communication technology in the judiciary and the development of egovernment in our country.The study of discourse in indigenous areas and specific organizations is one of the research currents emphasized by the latest strategy research paradigm, namely, strategy as action. The present study uses qualitative research and relying on social constructive socialist philosophy to seek out what is and why the pattern of implementation of strategy in the public sector in the institution of the judiciary.The purpose of this research is to provide a conceptual model that can be used in public sector organizations to bridge the gap between strategy formulation and implementation. For this purpose, a total of 24 senior executives, executives, assistants and key people involved in the implementation of the outsourcing of judicial services that participated in the implementation of the research strategy in question, and academic professors, participated in a semistructured interview, and with the help of the MAXQUDA exploratory analysis software and The basis of the Grounded theory strategy and Glaser’s emerging approach were codified as open and secondary. Finally, ten effective components in four main categories are content, process, context and adaptive, conceptualizing and categorized. Then the final design model was approved by external contributors and observers.
