چکیده
|
مطالعه و بررسی جنگ‌های معاصر، اهمیت موضوع پدافند غیرعامل را بیش‌ازپیش نمایان میکند، چرا که اقدامات پدافند غیرعامل موجب زنده ماندن و حفظ بقای نیروی انسانی و صرفه‌جویی کلان اقتصادی و ارزی در حفظ تجهیزات و تسلیحات بسیار گران‌قیمت نظامی میگردد. این مقاله به مولفه‌سازی در حوزه پدافند غیرعامل شهری پرداخته، ابعاد و مولفه‌ها و شاخصه های تاثیرگذار در آن را معرفی می‌نماید.در این پژوهش ادبیات مورد نیاز از طریق مصاحبه عمیق و خبرگی تهیه و سپس تنظیم و توزیع پرسشنامه در جامعه آماری صورت پذیرفت. نتایج حاصل از تجزیه‌وتحلیل پرسشنامه‌ها توسط نرمافزارهای spss و pls ابعاد و مولفه‌های اکتسابی پدافند غیرعامل شهری را مورد تایید قرار داد.بر همین اساس اداره پدافند غیرعامل شهری، فناوری، دانش و فنون، زیرساخت پشتیبانی و طرح و برنامه‌ریزی ابعاد پدافند غیرعامل شهری و همچنین ساختار سازمانی، مدیریت و رهبری، سرمایه انسانی، راهبردها و سیاست ها، فناوری نوین، دانش، پژوهش و نوآوری، تجهیزات پدافند غیرعامل شهری، استحکامات و سازه های پدافند غیرعامل شهری، اعتبارات، اجرای طرح ها، کنترل و ارزیابی تحت عنوان مولفه‌های این حوزه تعیین گردیدند.

Abstract
|
The study of contemporary wars shows the importance of passive defense issue more than ever because passive defense measures lead to the survival of human resources and macroeconomic saving and foreign exchange in maintaining super expensive military weapons and facilities.This paper deals with componentdrawing of urban passive defense and introduces its effective components, indicators and dimensions. In this research, the literature has been provided by deep interview and then been developed through setting and distributing questionnaires within statistical population.Conclusions of the questionnaires, analyzed by SPSS and PLS software, have verified the dimensions and ac components of urban passive defense. Accordingly, the urban passive defense management, technology, knowledge and skills, support infrastructure, design and plan for the urban passive defense dimensions and also organizational structure, management and leadership, human capitals, strategies and policies, modern technology, research and innovation, facilities, fortification and structures, credits, plan implementation, controls and assessment have been determined under the components of this area.
