معناشناسی و تبارشناسی رهبری سیاست‌گذاری عمومی

رهبری سیاست‌گذاری عمومی یکی از مفاهیم ادبیات علوم سیاست‌گذاری عمومی است. قدمت این مفهوم به اندازه سایر مفاهیم عرصه سیاست‌گذاری عمومی است، اما پژوهش‌های انجام‌شده در این عرصه که عمدتاً مطالعات و گزارش‌های تجربی بوده‌اند، با استفاده از رشته‌ها، مفاهیم و موضوعاتی واگرا و مختلف انجام گرفته‌اند. متعاقباً این امر منجر به ایجاد رویکردهای مختلفی شده است که به برخی معانی واگرا و مختلف انجامیده است. در این پژوهش که با استفاده از روش تحلیل مضمون و به منظور معناشناسی و تبارشناسی این مفهوم انجام گرفته است، مرتبط‌ترین مطالعات این حوزه مطالعاتی برگزیده شدند و مورد تحلیل قرار گرفتند. نتایج حاصل از تحلیل مضمون حاکی از وجود سه مضمون اصلی دربردارنده معنای رهبری سیاست‌گذاری عمومی بود: 1) هدایت فرآیند سیاست‌گذاری عمومی؛ 2) ایفای نقش اصلی در میان بازیگران مختلف؛ 3) ایجاد همگرایی در سیاست‌گذاری عمومی. در نهایت نیز تلاش شده است تا معنای رهبری سیاست‌گذاری عمومی با توجه به این سه مضمون و شرایطی که هر یک از آنها را معتبر می‌سازد، بررسی شود. همچنین امکان ترکیب این سه مضمون به صورت دوبه‌دو و نیز ترکیب یکجای آنها نیز بررسی و تحلیل شده است.

Semantics and Genealogy of Public Policy Leadership

Public Policy Leadership is a concept in the literature of public policy sciences. It is as old as other concepts in public policy, but researches in this field, which have mostly been empirical studies and reports, used divergent and different disciplines, concepts and topics. Subsequently, it has made different approaches that have led to some divergent and different meanings. In this research, using the method of thematic analysis and for the purpose of semantics and genealogy of this concept, during a certain process, the most relevant studies of this field were selected and analyzed. The results of the thematic analysis of the texts cut and arranged together show that there are three main themes that included the meaning of public policy leadership: 1) directing the public policy process, 2) playing the main role among various actors and 3) creating convergence in public policy. Finally, it has also been attempted to examine the meaning of public policy leadership with respect to these three themes and the conditions that make each one credible. Also, it has attempted to analyze the possible combinations of these three themes in a twoinone fashion, as well as their threeinone mix.
