الگوی حکمرانی اخلاقی از منظر اسلام در اندیشه آیت‌الله خامنه‌ای

حکمرانی اخلاقی و تنظیم خط‌ مشی‌ها، سیاست‌گذاری‌ها، اداره حکومت و روابط بین دولتمردان و مردم بر اساس اخلاقیات دینی نیازمند الگویی است تا از همه ظرفیت‌های دولتی و مردمی استفاده شود و توان مهار چالش‌ها و تعامل نهادهای مختلف را در راستای نهادینه کردن مکارم اخلاقی در جامعه، ایجاد تمدن نوین اسلامی و رسیدن انسان‌ها به عبودیت و قرب خداوند داشته باشد. بدین خاطر مسئله پژوهش ارائه الگوی حکمرانی اخلاقی از منظر مقام معظم رهبری است. تحقیق حاضر با روش توصیفی-تحلیلی و استناد کتابخانه‌ای گویای آن است که الگوی حکمرانی اخلاقی در اندیشه آیت‌الله خامنه‌ای فرآیندی مستحکم، تحت ولایت ولی خدا و مبتنی بر اخلاق عرفی، فضیلت‌محور و توحیدی است که در آن مجموعه‌ای از قوانین و ساختارها برای نظارت و اعمال قدرت بر فعالیت‌های نهادهای حکومتی (دولت) و غیرحکومتی (مردمی و اجتماعی) و رفع تنازعات بین آن‌ها برای دستیابی به ارزش‌ها و بازداشتن جامعه از ظلم و فساد و اعمال غیرعالمانه و غیرعادلانه در ابعاد مختلف سیاسی، اقتصادی، اجتماعی و فرهنگی وجود دارند. روش و منش حکمرانان، الگوها و نظامات و سازوکارها، نهادها و ساختارها سه رکن اصلی حکمرانی اخلاقی است که می‌تواند به‌صورت عرفی با هدف صلح و پسند عمومی، به‌صورت فضیلت‌محور با هدف به کمال رساندن ایمان به خدا، و یا به‌صورت توحیدی با هدف دستیابی به محبت، رضا و لقای الهی تنظیم و اجرا شود.

(popular and social) and resolving conflicts between them to achieve values and prevent the society from oppression and corruption and unscientific and unjust actions exist in various political, economic, social and cultural types. the manner and behavior of rulers, models and systems and mechanisms, institutions and structures are the three main pillars of ethical governance, which can be done in a customary manner with the aim of peace and public harmony, in a virtue-oriented manner with the aim of helping god, or in a monotheistic manner with the aim of to be the goal of achieving god’s love, satisfaction and meeting should be arranged and implemented.
