حکمرانی هوشمند(دانش‌بنیان) با تکیه بر الگوی توسعه کارکردهای هیئت‌های اندیشه‌ورز

این مقاله بر تبیین مفهوم هیئت اندیشه‎ورزی به‎عنوان یک نهاد راهبردی و تاثیرگذار بر فرایند تصمیم‎گیری و سیاست‎گذاری کشور تمرکز دارد. هدف مقاله، ترسیم و ارائۀ الگویی بومی و سازگار با زیست‎بوم حکمرانی در ایران، از این نهاد راهبردی است. روش پژوهش حاضر از نوع کیفی بوده و برای گردآوری داده‎ها از ابزار مصاحبۀ اکتشافی استفاده شده است. برای این منظور، مصاحبۀ عمیق و گفت‎وگوی مستقیم و بدونِ‎واسطه با دوازده نفر از پژوهشگران، مدیران، صاحب‎نظران و اندیشمندان دارای حداقل بیست سال سابقۀ فعالیت در مراکز اندیشه‎ورزی، راهبردی، پژوهشی و مدیریتی کشور انجام پذیرفت. برای انتخاب مصاحبه‎شوندگان، از روش نمونه‎گیری هدفمند و روش گلوله‎برفی استفاده شد. یافته‎ها حکایت از آن دارد که هیئت‎های اندیشه‎‎ورز جمهوری اسلامی در سطح کلان می‎تواند به هوشمندسازی و دانش‎بنیان‎کردن نظام حکمرانی کشور کمک کرده و علاوه بر کارکردهای رایج، کارکردهایی همچون نهاد راهبری، هدایتگر و راهنمای سیاست‎های کلان کشور، صیانت و نظارت، تبیین‎ مبانی، مفاهیم و چهارچوب‎های نظری، گفتمان‎ساز، رصد و تولید اندیشه، استحکام ساخت درونی قدرت، جامعه‎پردازی و زمینه‎سازی تمدن نوین اسلامی، به‎کارگیری مشارکت مردمی و بسیج در امر سیاست‎پژوهی و تصمیم‎سازی و استفتا و حل مسائل داشته باشد.

intelligent governance (knowledge-based) based on the model of developing the functions of think tanks

this article focuses on explaining the concept of the think tank(hiat andishevarz) as a strategic and influential institution in the decision-making and policy-making process of the country. the purpose of this article is to draw and present an indigenous model compatible with the ecosystem governance in iran, from this strategic institution. the foundation’s data theorizing strategy was used to design the model and exploratory interview tools were used to collect the data. the sample was interviewed by 12 experts and thinkers with at least 20 years of experience in think tanks, strategic and research centers in the country, which were selected using purposive sampling. adequate number of samples was obtained from theoretical saturation. this research is based on purpose, developmental application and descriptive exploratory method. the findings indicate that the think tanks of the islamic republic at the great level can help to smarten and establish the governance system of the country and in addition to the common functions, functions such as governing body, guide of main policies, protection and supervise, explain the principles, concepts and theoretical frameworks, create discourse, observe and produce ideas, strengthen the internal structure of power, socialize and lay the groundwork for a new islamic civilization, use popular participation and mobilization in policy-making, decision-making, referendum and problem solving.
