دانشگاه صنعتی امیرکبیر به مثابه دانشگاه نوآور و ارزش آفرین؛ دستاوردها و چالش ها

نوآور و کارآفرین‌ کردن دانشگاه‌ها یکی از سیاست‌ های نوین برای ارتقای سطح مسئولیت‌پذیری اجتماعی و تحقق اهداف تغییر اجتماعی و توسعه پایدار ملی است. دانشگاه نوآور و ارزش‌آفرین از سناریوهای اصلی برای مشارکت موثر آموزش عالی در فرایند توسعه است. دانشگاه صنعتی امیرکبیر براساس سابقه تاریخی تاسیس و فعالیت، تلاش رهبران و جامعۀ دانشگاهی و انتظارات ذی‌نفعان، در شمار دانشگاه‌های کارآفرین است که می‌تواند در تعامل هم‌افزا و اثرگذاری با صنعت و جامعۀ هدف، نوآور و کارآفرین عمل کند. در این مقاله ، برمبنای «چارچوب راهنمای دانشگاه نوآور و کارآفرین»، محصول مشترک کمیسیون اروپایی و سازمان همکاری‌های اقتصادی و توسعه، سطح نوآوری و کارآفرینی دانشگاه صنعتی امیرکبیر (پلی تکنیک تهران) و کم‌وکیف تحقق ملاک‌های دانشگاه نوآور و کارآفرین، به روش مطالعه موردی ملاک‌محور ارزیابی شده است. براساس این پژوهش، علی‌رغم تلاش‌های قابل توجه و ابتکارات رهبران و مدیران دانشگاه، سطح نوآوری و کارآفرینی آن پایین‌تر از حد متوسط ارزیابی شده و بین وضعیت موجود و انتظارات شرکا و ذی‌نفعان، فاصلۀ قابل توجهی وجود دارد. این دانشگاه با رسالت ویژه خود برای حرکت در مسیر نوآوری و کار‌آفرینی باید در هفت محور شامل حکمرانی، ظرفیت‌های مالی، کارکرد یاددهی- یادگیری، سازوکارهای پشتیبانی از نوآوران و کارآفرینان، تبادل دانش و ارتباط با صنعت، تحرکات علمی بین‌المللی، استفاده بیشتر از قابلیت‌های تحول دیجیتال در ابعاد علمی و سازمانی، به‌طور همزمان و متوازن اقدام کند. طراحی و اجرای یک «برنامه میان‌مدت جامع راهبردی- عملیاتی» برمبنای «چارچوب راهنمای دانشگاه نوآور و کارآفرین» یک پیشنهاد اصولی برای تحول و ارتقای این دانشگاه به دانشگاه نوآور و کارآفرین است.

amirkabir university of technology as innovative and entrepreneurial university: the achievements and challenges

entrepreneurship and innovation is one of the new policies to promote the level of social responsibility and achieve the goals of social change and sustainable development. innovative and entrepreneurial university is one of the main scenarios for effective participation of higher education in the development process. amirkabir university of technology is one of the entrepreneurial universities based on the historical background of its establishment and activity, the efforts of the leaders and the academic community and the expectations of the stakeholders, which can be innovative and entrepreneur by interacting and influencing the target industry and society. in this article1, based on the guiding framework of innovative and entrepreneurial university, the joint product of ec and oecd, the level of innovation and entrepreneurship of the university and the fulfillment of the criteria of innovative and entrepreneurial university evaluated by case study method. according to the study, despite efforts and initiatives of the leaders and managers, its level of innovation and entrepreneurship is below and there is a significant gap between the current situation and the expectations. with its special mission to move towards innovation and entrepreneurship, this university should be in seven areas including governance, financial capacities, teaching-learning function, mechanisms to support entrepreneurs, knowledge exchange and synergistic cooperation with industrial communities, international scientific mobility, more use from the capabilities of digital transformation in scientific and organizational dimensions, act simultaneously and balanced. designing and implementing a comprehensive strategic-operational medium-term plan based on the dimensions and criteria of the guiding framework of innovative and entrepreneurial university is a principled proposal for this university to become an innovative and entrepreneurial university.
