تحلیل ژئوپلیتیکی آمایش مناطق مرزی با تاکید بر پدافند غیرعامل مطالعه (موردی: شهرستان مرزی آستارا)

پدافند غیرعامل در حال حاضر یکی از موثرترین و پایدارترین روش‌های دفاع در مقابل تهدیدات خارجی، همواره مدنظر اکثر کشورهای جهان قرار داشته است. در ایران نیز با توجه به موقعیت ژئوپلیتیک و ژئواستراتژیک نواحی مرزی شمال کشور، مناطق مرزی شهرستان آستارا در استان گیلان به دلیل دارا بودن مرزهای خشکی و آبی دارای اهمیت ویژه‌ای هستند. دراین‌بین نقش پدافند غیرعامل و آمایش سرزمین و همین‌طور آمایش نواحی مرزی برجسته می‌شود. این مقاله به بررسی پدافند غیرعامل در روستاهای مرزی شهرستان آستارا در راستای آمایش مناطق مرزی پرداخته‌شده است. روش تحقیق، توصیفی-تحلیلی و روش جمع‌آوری اطلاعات از نوع کتابخانه‌ای و میدانی است که از منابع مختلف گردآوری و سپس به تحلیل آن‌ها پرداخته‌شده است که ضمن شناسایی انواع تهدیدات در مناطق مرزی آستارا به موضوع اجرای طرح پدافند غیرعامل در راستای ارتقای سطح امنیتی این شهرستان پرداخته‌شده است. یافته‌های تحقیق حاکی از آن است که پدافند غیرعامل در روستاهای مرزی شهرستان آستارا با توجه به تهدیدات موجود همچنان وجود دارد که دراین‌بین می‌بایست به تهدیدات خارجی و خلاء های مرزی که در اشرافیت کشور مقابل از طریق ارتفاعات کوه‌ها و نیز در حاشیه مرز به روستاها و جاده‌های مرزی وجود دارد اشاره نمود که درنتیجه مسئولان از طریق هماهنگی ساخت‌وسازها بر اساس الگوهای پدافند غیرعامل و در نظر گرفتن پدافند زیستی می‌توانند به روستاهای مرزی شهرستان آستارا که در جوار مرز با کشور آذربایجان قرار دارند کمک شایانی نمایند.

The Geopolitical Analysis of Border Areas Land Use with an Emphasis on Passive Defense(Case Study: Astara Border City)

Currently, passive defense, as one of the most effective and stable ways of defense against external threats, has always been taken into considerations in many countries. In Iran also due to geopolitical and geostrategic condition of northern borders, the border city of Astara in Gilan province is of particular importance because of land and water borders. In this vein, the role of passive defense and land use, as well as border areas is highlighted. This article examines the passive defense border villages in Astara city in terms of land use in the border areas. The research method is descriptive-analytic and the data collection was done using library and field study. The data were gathered through various methods and then analyzed. In addition to identification of the types of threats in the border region of Astara, the issue of implementation of passive defense to increase the security of this city has been investigated. The results indicate that passive defense is still there in the border villages of Astara city due to the threats. Meanwhile, the external threats and border breaks, which exist in the border countries through the mountains and also in the border villages and border roads, should be notified. Thus the authorities can help the border villages near the border city of Astara and Azerbaijan via the coordination of constructions based on passive defense patterns and biological defense.
