آینده‌پژوهی فرصت‌ها و تهدیدات منطقه آزاد تجاری قصر شیرین در استان مرزی کرمانشاه

زمینه و هدف: ﺍﯾﺠﺎﺩ ﻣﻨﻄﻘﻪ ﺁﺯﺍﺩ ﻗﺼﺮ ﺷﯿﺮﯾﻦ ﺩﺭ ﺳﺎﻝ 1400 ﺗﺼﻮﯾﺐ ﺷﺪ. ﺍﯾﺠﺎﺩ ﺍﯾﻦ ﻣﻨﻄﻘﻪ ﺁﺯﺍﺩ ﺗﺠﺎﺭی ﺑﺮ ﻭﺿﻌﯿﺖ ﺍﻗﺘﺼﺎﺩی، ﺍﺟﺘﻤﺎعی، ﻓﺮﻫنگی، ﺳﯿﺎسی و امنیتی ﺍﺳﺘﺎﻥ ﺗﺎﺛﯿﺮ ﺑﺴﯿﺎﺭی می‌گذارد که ﺑﺮﺭسی ﺍﯾﻦ ﺗﺎﺛﯿﺮﺍﺕ ﻣﻨﺠﺮ ﺑﻪ ﺍﻓﺰﺍﯾﺶ پیاﻣﺪﻫﺎی ﻣﺜﺒﺖ ﻭ کاﻫﺶ پیاﻣﺪﻫﺎی ﻣنفی ﺧﻮﺍﻫﺪ ﺷﺪ. ﻟﺬﺍ ﺍﯾﻦ ﺗﺤﻘﯿﻖ ﺑﺎ ﻫﺪﻑ ﺑﺮﺭسی ﻓﺮﺻﺖ‌ﻫﺎ ﻭ ﺗﻬﺪﯾﺪﺍﺕ ﻣﻨﺎﻃﻖ ﺁﺯﺍﺩ ﺗﺠﺎﺭی کرﻣﺎﻧﺸﺎﻩ ﺍﻧﺠﺎﻡ ﺷﺪﻩ ﺍﺳﺖ.روش تحقیق: روش تحقیق کیفی بر اساس گراندد تئوری و همچنین روش آینده پژوهی بر مبنای مدل سناریونویسی است. جامعه آماری مشتمل بر 60 نفر شامل کارشناسان و سرمایه گذاران کنشگر و مسئولان محلی است. نمونه‌گیری بر اساس روش گرندد تئوری و بر مبنای اشباع نظری انجام گرفته است.یافته‌ها: یافته‌های آینده پژوهی تحقیق حاضر نشان می‌دهد که سناریوهای استراتژی عدم مداخله-هدایت، استراتژی تحول-دگرگون‌سازی، استراتژی محافظت: حمایت و مشارکت و استراتژی اصلاح-مداخله و پشتیبانی چهار سناریوهای می‌باشند که در راستای مدیریت منطقه آزاد تجاری قصر شیرین مطرح هستند.نتایج: نتایج به دست آمده بیانگر این موضوع است که در کنار بهبود کیفیت زندگی که از نظر اجتماعی و اقتصادی به عنوان فرصت ایجاد منطقه آزاد به دست آمد، احتمال افزایش جرائم و قاچاق کالا، افزایش بی‌رویه جمعیت غیربومی و سرمایه گذاران خارجی، عدم یکدستی فرهنگی در منطقه و احتمال بروز درگیری‌های فرهنگی و اجتماعی بین اقوام به عنوان تهدید شناسایی شد. در این راستا اقداماتی از قبیل افزایش بودجه فرماندهی انتظامی برای حضور شبانه روزی در منطقه، حضور نیروهای آموزش دیده و برگزاری کارگاه‌های آموزشی جهت شناخت آسیب‌های اجتماعی و امنیتی احتمالی، افزایش زیرساخت‌های امنیتی همچون نصب دوربین و تاسیسات حفاظتی، برگزاری نشست‌های مشترک با مسئولان منطقه و سرمایه‌گذاران در ایجاد منطقه آزاد تجاری موثر هستند.

future study of opportunities and threats of qasr shirin free trade zone in the border province of kermanshah

background and purpose: the creation of qasr shirin free zone was approved in 2020. the creation of this free trade zone has a great impact on the economic, social, cultural, political and security situation of the province, and the examination of these effects leads to an increase there will be positive consequences and reduction of negative consequences. therefore, this research has been done with the aim of investigating the opportunities and threats of the free trade zones of kermanshah.research method: qualitative research method is based on grounded theory as well as future research method based on scenario writing model. the statistical population consists of 60 people, including experts, active investors and local officials. sampling was done based on the ground theory method and on the basis of theoretical saturation.findings: the future research findings of the current research show that the scenarios of non-intervention-guidance strategy, transformation-transformation strategy, protection: support and participation strategy, and reform-intervention and support strategy are four scenarios that are relevant for the management of qasr shirin free trade zone.conclusion: the obtained results indicate that along with the improvement of the quality of life, which was obtained from the social and economic point of view as an opportunity to create a free zone, the possibility of increasing crimes and goods smuggling, excessive increase of non-native population and foreign investors, lack of cultural uniformity in the region and the possibility of cultural and social conflicts between relatives were identified as threats. in this regard, measures such as increasing the budget of the police command for round-the-clock presence in the region, the presence of trained forces and holding training workshops to identify possible social and security harms, increasing security infrastructure such as installing cameras and security facilities, holding joint meetings with regional officials and investors are effective in creating a free trade zone.
