پیامدهای امنیتی و ژئوپلیتیکی انسداد فیزیکی مرز ایران و ترکیه با تاکید بر دیوار حائل مرزی

زمینه و هدف: وجود مسائل مختلف در مرز ترکیه، این کشور را در سال‌های اخیر وادار به ساخت دیوار حائل در مرز مشترک خود با ایران کرده است. ساخت دیوار حائل در طول مرز تبعات گوناگونی را به همراه دارد. بر همین اساس، هدف این تحقیق بررسی تحلیلی مسائل و ملاحظات ژئوپلیتیکی ساخت دیوار حائل مرزی مرز ایران و ترکیه است.روش: در این تحقیق با روش توصیفی- تحلیلی مبتنی بر بررسی اسنادی، مطالعه میدانی از طریق مشاهده، مصاحبه و پرسشنامه تلاش گردیده ابعاد و تبعات امنیتی ساخت دیوار مورد تجزیه و تحلیل قرار گیرد.یافته‌ها: اهم تاثیرات و تبعات انسداد مرزی دو کشور بر سه شاخص اصلی قابل تقسیم‌بندی است: الف) شاخص‌های زیست محیطی؛ ب) شاخص‌های عوامل اجتماعی و اقتصادی؛ ج) شاخص‌های عوامل سیاسی و امنیتی و نظامی.نتایج: نتایج تحقیق حاکی از آن است در شاخص سیاسی، امنیتی و نظامی؛ گسیل ناامنی‌های مرزی در حطیه قاچاق انسان، اسلحه و مهمات و کالاهای ممنوعه به نوار مرز 220 کیلومتری آذربایجان غربی با اقلیم خودمختار کردستان عراق با میانگین 33/4 و در شاخص زیست‌محیطی؛ مولفه تغییر مسیر جریانات فصلی و دائمی در سرشاخه رودخانه‌های مرزی خصوصاً رودخانه ساری‌سو با میانگین 31/4 و در شاخص اجتماعی- اقتصادی؛ مولفه‌های القای حس ناخوشایند برای مرزنشینان با ایجاد خط فاصله ذهنی میان ارتباط تعلقات فرهنگ‌ها و قومیت‌های ساکن مرز که تاریخ زیست مشترک دارند و تنزل کارکرد اقتصادی مرز و تزلزل در بنیان‌های اقتصاد مرزی مشترکاً با میانگین 31/4 اصلی‌ترین تبعات ساخت دیوار حائل در طول مرز ایران و ترکیه شناخته شدند.

the security implications of the physical blockade of the iran-turkey border with an emphasis on the border wall

background and purpose: the existence of problems on the border with turkey has forced this country to build a retaining wall on its common border with iran in recent years. the construction of a retaining wall along the border has various consequences. accordingly, the aim of this research is to analytically examine the issues and geopolitical considerations of building a retaining wall on the iran-turkey border.method:   in this research, with a descriptive-analytical method based on document review, field study through observation and interview, the dimensions and security consequences of the wall construction were tried to be analyzed.findings:  the main effects and consequences of blocking the border between the two countries can be divided into three main axes: a) natural geography factors; b) social and economic factors; c) political and security factors.results:  the results of the research indicate that turkey's goals for building this wall are to prevent illegal traffic, human and goods smuggling, fight against terrorism and reduce the movements of kurdish separatist groups. therefore, some of these goals are considered in line with iran's interests. but the completion of the border blocking process of the two countries can be effective in providing security and sustainable development of iran's border areas in both positive and negative aspects.
