محیط شناسی مرزهای شمال‌غرب جمهوری اسلامی ایران با تاکید بر مبارزه با قاچاق سلاح

زمینه و هدف: قاچاق سلاح یکی از تهدیدات امنیتی و انتظامی جمهوری اسلامی ایران می‌باشد که مبارزه با آن از دغدغه‌های اصلی سازمان‌های دولتی و غیردولتی و بخصوص سیستم‌های قضائی و نیروهای امنیتی و انتظامی است و موفقیت در این امر، مستلزم شناخت محیط مرزهای کشور خصوصاً مرزهای شمال‌غرب کشور از طریق احصای نقاط قوت، ضعف، فرصت‌ها و تهدیدات موجود در این منطقه می‌باشد. پژوهش حاضر با هدف شناسایی محیط مرزهای شمال‌غربی جمهوری اسلامی ایران(استان‌های آذربایجان‌غربی و کردستان) با تاکید بر مبارزه با قاچاق سلاح انجام شده است.روش تحقیق: پژوهش حاضر اکتشافی، موردی زمینه‌ای و از نظر هدف، توسعه‌ای و کاربردی می‌‌باشد و جزو پژوهش‌های آمیخته (کیفی و کمی) است که داده‌ها توسط مطالعات کتابخانه‌ای و مصاحبه نیمه ساختاریافته با 10 نفر از فرماندهان و مسئولینی که سابقه فعالیت در امور قاچاق سلاح در استان‌های مذکور داشتند تا رسیدن به اشباع نظری و همچنین پرسش‌نامه به‌صورت تمام شمار از 40 نفر از کارشناسان مرتبط،‌ جمع‌آوری و توسط نرم‌افزارهایexcel  وspss تجزیه و تحلیل صورت گرفت.یافته‌ها: در این پژوهش براساس نظرات کارشناسان و متخصصان امر، تعداد 10 نقطه قوت، 12 نقطه ضعف، 7 فرصت و 11 تهدید در مرزهای شمال‌غرب کشور برای مبارزه با قاچاق سلاح احصا شد. نتایج: حضور مقتدرانه نظام در منطقه و نشان دادن اقتدار در برخورد با ضدانقلاب، نبود تکنولوژی کارآمد و به‌روز در کنترل مرزها، عدم مقبولیت گروهک‏های معاند در میان عامه مردم و تسلیح عناصر گروهکی در زمان اقدامات خرابکارانه و تروریستی، بترتیب مهمترین نقاط قوت، ضعف، فرصت و تهدید موجود برشماری شدند.

background and objective: weapons smuggling is one of the security and law enforcement threats of the islamic republic of iran, and combating it is one of the main concerns of governmental and non-governmental organizations, especially the judicial systems and security and law enforcement forces. success in this matter requires understanding the country's border environment, especially the northwestern borders of the country, by identifying the strengths, weaknesses, opportunities, and threats in this region. the present study aims to identify the northwestern border environment of the islamic republic of iran (west azerbaijan and kurdistan provinces) with an emphasis on combating weapons smuggling.method: the present study is exploratory, contextual case study, and developmental; and in terms of its objectives it is considered an applied and a mixed-method (qualitative and quantitative) research. the data were collected through library studies and semi-structured interviews with 10 commanders and officials who had experience in weapons smuggling in the aforementioned provinces until theoretical saturation was reached, as well as questionnaires from a total of 40 relevant experts, and the data was analyzed using excel and spss software.findings: in this study, based on the opinions of experts and specialists, 10 strengths, 12 weaknesses, 7 opportunities, and 11 threats were identified on the country's northwestern borders to combat weapons smuggling.results: the regime's powerful presence in the region and its display of authority in dealing with counter-revolution agents, the lack of efficient and up-to-date technology in border control, the lack of acceptance of hostile groups among the general public, and the arming of group elements during sabotage and terrorist acts were listed as the most important strengths, weaknesses, opportunities, and threats, respectively.
