پیشایندهای موثر بر پاسداشت کرامت انسانی پناهجویان مرزی

زمینه و هدف: با توجه به افزایش تنش‌های انسانی، سیاسی، اجتماعی و اقتصادی در برخی مناطق جهان، گاه شاهد افزایش پناه‌جویان در گذرگاه‌های مرزی و پایمال شدن کرامت انسانی آنان هستیم. لذا یکی از دغدغه‌های مهم جوامع بشری، این است که چگونه می‌توان ضمن پاسداری از امنیت داخلی، پذیرای پناه‌جویان مرزی بود و از کرامت انسانی آنان صیانت نمود. لذا هدف پژوهش حاضر، شناسایی پیشایندهای موثر بر پاسداشت کرامت انسانی پناه‌جویان مرزی استوار گشته است.روش پژوهش: پژوهش حاضر از نظر هدف، کاربردی و به لحاظ ماهیتِ داده‌ها و شیوه اجرا، از جمله پژوهش‌های کیفی به شمار می‌رود که با استفاده از تحلیل مضمون انجام‌شده است. برای بررسی پایایی پژوهش، از شاخص توافق درون موضوعی استفاده شد. ابزار گردآوری داده‌ها، مصاحبه نیمه ساختاریافته است. تجزیه تحلیل داده‌های حاصل از مصاحبه‌ها در سه مرحله مضامین پایه‌ای، مضامین سازمان دهنده و مضامین فراگیر، کدگذاری شده است.یافته‌ها: با توجه به سطح‌بندی نهایی پیشایند «فرهنگی و اجتماعی» دارای بیشترین فراوانی و اولویت از نظر خبرگان علمی و اجرایی موردمطالعه می‌باشد و پس‌ازآن به ترتیب پیشایندهای «حقوقی- قضایی»، «اخلاقی- مذهبی»، اقتصادی- معیشتی» و «سیاسی - دیپلماتیک» در اولویت‌های دوم تا پنجم قرار دارند.نتیجه‌گیری: برای تضمین حداکثری کرامت انسانی پناه‌جویان، شایسته است: 1- کشورهای مقصد پناه‌جویان، برای پاسداشت کرامت انسانی پناه‌جویان مرزی، متناسب با سطح‌بندی پیشاندهای استخراج‌شده برنامه‌ریزی کرده و سیاست‌گذاری نمایند تا از این رهگذر آسیبی به امنیت ملی وارد نگردد. 2- کشورهای مقصد پناه‌جویان برنامه‌ریزی مدونی پیرامون تامین حداکثری امنیت اجتماعی پناه‌جویان، توجه به آموزش و تحصیل پناه‌جویان (به‌ویژه کودکان) و فرهنگ‌سازی مناسب برای ارتقاء روحیه برابری، برادری و انسان‌دوستی و پذیرش پناه‌جویان را در دستور کار خود قرار دهند. 3- سازمان ملل متحد با همکاری کمیساریای عالی پناه‌جویان سازوکار منسجمی برای برگزاری نشست‌های فرهنگی، هنری و علمی مشترک بین کشورهای مبداء و مقصد (به‌ویژه در خصوص پناه‌جویانی که مدت حضور آن‌ها به دلایلی طولانی شده است) را ساماندهی نمایند.

antecedents affecting the protection of the human dignity of border asylum seekers

background and objectives: due to the increase in human, political, social and economic tensions in some regions of the world, sometimes we see an increase in asylum seekers at border crossings and the violation of their human dignity. therefore, one of the important concerns of human societies is how to accept border asylum seekers and protect their human dignity while protecting internal security. therefore, the aim of the present research is to identify the antecedents that are effective in protecting the human dignity of border asylum seekers.method: in terms of its objectives, the present study is of an applied research and in terms of the nature of the data and the method of conduction, it is considered one of the mixed research that was conducted using thematic analysis. to check the reliability of the research, the intra-subject agreement index was used. the data collection tool is a semi-structured interview. the analysis of the data from the interviews has been coded in three stages: basic themes, organizing themes, and comprehemsive themes.findings: according to the final stratification, cultural and social antecedents have the highest frequency and priority according to the studied scientific and executive experts, followed by legal-judicial, ethical-religious, economic-livelihood and political-diplomatic antecedents, respectively, that are in the second to fifth priorities.results: in order to guarantee the maximum human dignity of asylum seekers, it is proper: 1) the countries of destination of asylum seekers, to protect the human dignity of border asylum seekers, should plan and make policies according to the leveling of the extracted proposals, so that there is no harm to national security. 2) the destination countries of the asylum seekers should include in their agenda written planning regarding the maximum social security of the asylum seekers, attention to the education and training of the asylum seekers (especially children) and appropriate culture to promote the spirit of equality, fraternity and philanthropy and acceptance of the asylum seekers. 3) the united nations, in cooperation with the high commissioner for refugees, should organize a coherent mechanism for holding joint cultural, artistic and scientific meetings between countries of origin and destination (especially for asylum seekers whose stay has been extended for some reason).
