تبیین چالش ‌های مرزی ایران و عراق با تاکید بر منابع هیدروپلیتیکی

ایران و عراق، به ‌عنوان دو بازیگر تاثیرگذار در مقاطع تاریخی، همواره تحت تاثیر کنش‌های هم‌گرایانه/ واگرایانة برخاسته از واقعیت‌های جغرافیایی فی‌مابین و منطقه بوده‌اند، زیرا عامل جغرافیا به‌گونه‌ای خود را به نظام‌های سیاسی تحمیل می‌کند. ازاین‌رو در طی سال‌های اخیر یکی از چالش‌های مرزی بین ایران و عراق که سیاست خارجی دو کشور را تحت تاثیر قرار داده است، مباحث مرتبط با هیدروپلیتیک بوده است که پژوهش حاضر با بهره‌گیری از روش توصیفی-تحلیلی به دنبال پاسخگویی به این سوال که؛ مهم‌ترین چالش‌های مرزی ایران و عراق در حوزه هیدروپلیتیک کدام‌اند؟ به نگارش درآمده است. برای انجام پژوهش حاضر بعد از گردآوری اسناد و مدارک مرتبط با پژوهش به تبیین و تحلیل آن‌ها پرداخته شد که نتایج به‌دست‌آمده نشان داد؛ مهم‌ترین چالش‌های مرزی ایران و عراق در حوزه منابع هیدروپلیتیکی در دو بعد محلی و منطقه‌ای قابل‌تحلیل است که در بعد محلی، سوء مدیریت منابع آبی و به خطر افتادن امنیت مرزی با توجه به پتانسیل بحران‌زایی مرزهای غربی کشور که در تشریح این موضوع می‌توان، اول؛ به محتمل بودن واکنش منفی مردم محلی به هرگونه اقدام برای توافق با کشور عراق برای واگذاری هرگونه منابع آبی با مدنظر قرار دادن کاهش این منابع اشاره کرد. دوم؛ تشدید مخاطرات زیست‌محیطی ازجمله افزایش ریز گردها در استان‌های غربی کشور که دارای واکنش منفی در داخل کشور خواهد داشت. در بعد منطقه‌ای عدم توافق دوجانبه مرضی‌الطرفین بین دو کشور ایران و عراق بر سر استفاده از منابع آبی رودخانه‌های مرزی که می‌تواند به شکل‌گیری هرگونه تنش‌های سیاسی و امنیتی با رویکرد منطقه‌ای در آینده شده و تعیین سهم حق‌آبه اهرمی فشاری از طرف دو کشور در برابر خواسته‌های سیاسی شود.

explaining the border challenges of iran and iraq with an emphasis on hydro-political resources

iran and iraq, as two influential actors in historical periods, have always been influenced by convergent/divergent actions arising from geographical realities in between and in the region, because the factor of geography somehow imposes itself on political systems. therefore, in recent years, one of the border challenges between iran and iraq that has affected the foreign policy of the two countries has been the issues related to hydro-politics. applying a descriptive-analytical method, the present study aims to answer the following question: what are the most important border challenges of iran and iraq in the field of hydro-politics? to conduct the current research, after collecting the documents related to the research, they were explained and analyzed, and the obtained results showed that the most important border challenges of iran and iraq in the field of hydro-political resources can be analyzed in two local and regional dimensions. in the local dimension, the mismanagement of water resources and jeopardizing border security due to the crisis-generating potential of the western borders of the country, which can be explained in this issue, first; it mentioned the possibility of a negative reaction of the local people to any action to agree with iraq to hand over any water resources, taking into account the reduction of these resources; second, intensification of environmental hazards, including the increase of fine dust in the western provinces of the country, which will have a negative reaction inside the country. in the regional dimension, the lack of mutual agreement between the two countries of iran and iraq on the use of water resources of the border rivers, which can lead to the formation of any political and security tensions with a regional approach in the future, and determining the share of water rights has become a lever of pressure on the part of the two countries against political demands.
