تدوین شاخص ‌های ارزیابی مهارت‌های نقشه‌ خوانی و فن کالک در سطح فرماندهان یگان ‌های مرزبانی فراجا

برخورداری از مهارت‌های نقشه‌ خوانی و فن ‌کالک یکی از ابعاد مهم توانمندی عملیاتی فرماندهان در یگان‌های مرزی است. با توجه به شرایط حاکم بر مناطق مرزی، لزوم تدوین شاخص‌های دقیق در این زمینه برای توانمندسازی فرماندهان و همچنین ارزیابی سطح مهارت و توانمندی آن‌ها در ارزیابی‌های مدیریتی و سازمانی بر اساس این شاخص‌ها اهمیت دارد. این مسئله تاکنون در کشورمان بررسی نشده و مقاله از این جنبه دارای نوآوری است. پژوهش حاضر با استفاده از روش دلفی در سه‌گام شامل مرحله کیفی اکتشافی و دو مرحله کمی نظرسنجی دلفی اجرا شد. در یافته‌های به دست آمده 73 شاخص شناسایی‌شده که در مرحله کیفی برای نقشه‌خوانی و فن کالک در 5 مهارت دسته‌بندی شدند که شامل 19 شاخص در جهت‌یابی و مسیریابی؛ 14 شاخص در تعیین مسافت و مقیاس؛ 7 شاخص در تشخیص عوارض زمین، 14 شاخص در تعیین موقعیت و 19 شاخص در تشخیص علائم و قراردادهای نظامی فن کالک می‌باشد. آزمون ضریب توافقی کندال (w) در مرحله دوم اجرای پرسشنامه دلفی حصول اجمال بالاتر از 50 درصد میان مشارکت‌کنندگان در 5 مهارت یاد شده را آشکار ساخت. شاخص‌های توانایی تعیین محل پاسگاه دشمن روی نقشه، توانایی محاسبه مسافت پاسگاه دشمن با پاسگاه خودی با استفاده از مقیاس خطی، تشخیص شکل زمین و ناهمواری‌ها و تبیین تاثیر هر عارضه بر مانورهای نظامی در تشخیص عوارض زمین، جانمایی مختصات utm داده‌شده روی نقشه در تعیین موقعیت و شناخت علائم مربوط به رسته‌های مختلف توانایی ترسیم علائم مربوط به یگان‌های نظامی و انتظامی در تشخیص علائم و قراردادهای نظامی در فن کالک تحت عنوان مهم‌ترین شاخص ‌ها شناسایی شدند.

the development of indicators for the evaluation of map reading and calculus skills at the level of the commanders of i. r. i. border guard units

possessing map reading and technical skills is one of the important aspects of commanders' operational capability in border units. considering the conditions governing the border areas, it is important to formulate accurate indicators in this field to empower the commanders and also evaluate their skill level and capability in managerial and organizational evaluations based on these indicators. this issue has not been investigated in our country so far and the article is innovative in this aspect. therefore, the delphi method was implemented in three stages, including the qualitative-exploratory stage and two quantitative stages of the delphi survey. 73 indicators identified in the qualitative stage for map reading and calculus technique were categorized into 5 skills, which include 19 indicators in orientation and routing; 14 indicators in determining distance and scale; there are 7 indicators in the detection of land features, 14 indicators in determining the position, and 19 indicators in the detection of signs and military contracts. kendall's coefficient of agreement test (w) in the second stage of implementing the delphi questionnaire revealed the achievement of summaries above 50% among the participants in the 5 mentioned skills. indicators of the ability to determine the location of the enemy's outpost on the map, the ability to calculate the distance between the enemy's outpost and the enemy's outpost using a linear scale, recognizing the shape of the land and unevenness and explaining the effect of each complication on military maneuvers in the detection of terrain complications, placing the given utm coordinates on the map in determining the position and the recognition of signs related to different orders - the ability to draw signs related to military and law enforcement units in recognizing military signs and contracts were identified as the most important indicators.
