طراحی مدل پیشگیری اجتماعی از جرائم دریایی در مناطق مرزی دریایی استان هرمزگان

زمینه و هدف: جرائم در مناطق مرزی دریایی جنوب کشور هرساله خسارت‌های جبران‌ناپذیری را به کشور وارد می‌سازد. پیشگیری اجتماعی یکی از مهم‌ترین اقدامات پیشگیرانه‌ای است که از طریق آن می‌توان خسارات ناشی از این جرائم را کاهش داد. لذا هدف این پژوهش طراحی مدل پیشگیری اجتماعی از جرائم دریایی در مناطق مرزی دریایی استان هرمزگان می‌باشد.روش پژوهش: پژوهش حاضر بلحاظ هدف کاربردی و بلحاظ ماهیت و نحوه گردآوری داده‌ها کیفی از نوع اکتشافی می‌باشد. ابزار گردآوری اطلاعات مصاحبه نیمه ساختاریافته  با جامعه مشارکت‌کننده تحقیق که شامل اساتید دانشگاهی، سیاست‌گذاران، عوامل اجرایی، متولیان و خبرگان در حوزه پیشگیری اجتماعی را تشکیل داده‌اند، بوده است. به‌منظور تجزیه‌وتحلیل داده‌ها از روش تحلیل مضمون سه سطحی استفاده‌شده است.یافته‌ها: یافته‌های پژوهش نشان می‌دهد از دیدگاه جامعه مشارکت‌کننده، مدل پیشگیری اجتماعی از جرائم دریایی در مناطق مرزی دریایی استان هرمزگان دارای 143 کد پایه، 10 کد سازمان‌دهنده و 4 مضمون فراگیر با عنوان‌های توسعه اجتماعی، توسعه اقتصادی، توسعه فرهنگی و توسعه سیاسی شناسایی شدندنتیجه‌گیری: نتایج به دست آمده نشان داد که پیشگیری اجتماعی از جرائم دریایی در مناطق مرزی دریایی استان هرمزگان، نیازمند برنامه‌ریزی راهبردی در ابعاد توسعه اجتماعی، توسعه اقتصادی، توسعه فرهنگی و توسعه سیاسی می‌باشد که لازمه پیاده‌سازی اینگونه راهبرد در محدوده مورد مطالعه در وهله اول شکل‌گیری بسترهای امنیتی و ثبات سیاسی در منطقه خلیج فارس است.

designing a model of social prevention of maritime crimes in the maritime border areas of hormozgan province

background and objective: crimes in the maritime border areas of the south of the country causes irreparable damage to the country every year. social prevention is one of the most important preventive measures through which the damages caused by these crimes can be reduced. therefore, the purpose of this research is to design a model of social prevention of maritime crimes in the maritime border areas of hormozgan province.method: the current research is exploratory in terms of its practical purpose and in terms of the nature and method of collecting qualitative data. the data collection tool was a semi-structured interview with the research participating community, which included university professors, policy makers, executive agents, trustees and experts in the field of social prevention. in order to analyze the data, the three-level thematic analysis method was used.findings: the findings of the research show that from the perspective of the participating community, the model of social prevention of maritime crimes in the maritime border areas of hormozgan province has 143 basic codes, 10 organizing codes and 4 overarching themes with the titles of social development, economic development, cultural development and political development.conclusion: the obtained results showed that the social prevention of maritime crimes in the maritime border areas of hormozgan province requires strategic planning in the dimensions of social development, economic development, cultural development and political development, which requires the implementation of such a strategy in the study area in the first place. it is the formation of security platforms and political stability in the persian gulf region.
