تجربه زیسته فرماندهان از نقش شرایط محیطی در آمادگی عملیاتی یگان‌های مرزی: موردمطالعه هنگ مرزی اترک

زمینه و هدف: شرایط محیطی یکی از مهم‌ترین عوامل تاثیرگذار در زمینه آمادگی عملیاتی یگان‌های مرزبانی شناخته می‌شود. این پژوهش با هدف بازنمایی تجربه زیسته فرماندهان از نقش شرایط محیطی در آمادگی عملیاتی یگان‌های هنگ مرزی اترک انجام‌شده است.روش: پژوهش ازنظر هدف کاربردی و ازنظر ماهیت یک مطالعه کیفی از نوع پدیدارشناسی است. ابزار گردآوری داده‌ها مصاحبه نیمه ساختاریافته است. داده‌های پژوهش برآمده از 31 مصاحبه نیمه ساختاریافته با فرماندهان برخوردار از تجربه خدمتی در محدوده جغرافیایی هنگ مرزی اترک است. مشارکت‌کنندگان به روش نمونه‌گیری هدفمند انتخاب شدند.یافته‌ها: یافته‌ها بیانگر نقش‌های مثبت و منفی شرایط محیطی در آمادگی عملیاتی کارکنان در هنگ مرزی اترک است. به‌طور خلاصه، به لحاظ محیط طبیعی ویژگی‌های ژئومورفولوژیک منطقه بسترهای مناسبی برای نقش‌آفرینی مثبت، و ویژگی‌های آب و هوایی و محدودیت‌های محیط زیستی دارای نقش محدودکننده و منفی هستند. همچنین به لحاظ محیط انسانی، پایین بودن سطح تنش‌های مرزی، افزایش ظرفیت‌های فناوری و قانونی، و همگرایی جمعیت دارای نقش مثبت و تسهیل‌کننده هستند؛ و ناکارآمدی‌های نهادی و مدیریتی، مشکلات و محدودیت‌های منابع سازمانی، و آسیب‌پذیری از محیط پیرامونی دارای نقش منفی هستند.نتایج: برآیند یافته‌های پژوهش بر ضرورت توجه به شرایط محیطی در آمایش حوزه‌های استحفاظی یگان‌های مرزی را آشکار می‌سازد. به‌طوری‌که توزیع عادلانه منابع، امکانات و فرصت‌ها به‌طور عادلانه فراهم شود و از این طریق توان غلبه بر محدودیت‌های محیطی افزایش، و در مقابل بهره‌گیری حداکثری از ظرفیت‌های محیطی در ماموریت یگان‌های مرزی میسر شود.

commanders’ living experience of the role of environmental conditions in the operational readiness of border units: a case study of atrak border regiment

background and objective: environmental conditions are known to be one of the most important influencing factors in the field of border units  operational readiness. this research was done with the aim of representing the commanders’ living experience of the role of environmental conditions in the operational readiness of atrak border regiment units.method: in terms of its objectives, the current study is of an applied research type and in terms of its nature, it is a qualitative study of the phenomenological type. the data collection tool is a semi-structured interview. the research data is obtained from 31 semi-structured interviews with commanders who have service experience in the geographical area of atrak border regiment. the participants were selected by purposive sampling.findings: the findings show the positive and negative roles of environmental conditions in the operational readiness of employees in atrak border regiment. in short, in terms of the natural environment, the geomorphological characteristics of the region are suitable platforms for positive role-playing, and the climate characteristics and environmental limitations have a limiting and negative role. also, in terms of the human environment, the low level of border tensions, the increase of technological and legal capacities, and the convergence of the population have a positive and facilitating role. and institutional and managerial inefficiencies, problems and limitations of organizational resources, and vulnerability from the surrounding environment have a negative role.results: the results of the research reveal the necessity of paying attention to the environmental conditions in the preparation of the protection areas of the border units. so that the fair distribution of resources, facilities, and opportunities is provided fairly and in this way the ability to overcome environmental limitations is increased, and on the other hand it is possible to make maximum use of environmental capacities in the mission of border units.
