تبیین نظری پارادایم امنیت پایدار در مرز و مناطق مرزی

زمینه و هدف: امنیت مرزی عبارت از صیانت از خطوط مرزی در مقابل تعرض‌های احتمالی و جلوگیری از هرگونه اعمال خلاف قانون در طول مرز و مناطق مرزی یک کشور و قانونی کردن تردد اشخاص و حمل‌ونقل کالا از طریق دروازه‌های مجاز مرزی است. استقرار امنیت در مرز و مناطق مرزی ازجمله دغدغه‌های اصلی کشورها به‌ویژه در جهان پر تهدید امروز است و حکومت‌ها برای رسیدن به این هدف رویکردها، سیاست‌ها، اقدامات و روش‌های مختلفی را مدنظر قرار می‌دهند. هدف از نگارش این مقاله تبیین نظری پارادایم امنیت پایدار در مرز و مناطق مرزی می‌باشد.روش پژوهش‌: این مقاله با روش توصیفی-تحلیلی و با استناد به منابع معتبر به دنبال بررسی و تبیین الزامات و ملاحظاتی است که در استقرار امنیت در مرز و مناطق مرزی در چارچوب پارادایم «امنیت پایدار» مطرح است.یافته‌ها: مفهوم «امنیت پایدار» از پارادایم‌ها و رویکردهای جدید امنیتی است که در حوزه‌های مختلف ازجمله امنیت مرز و مناطق مرزی مطرح است. در واقع «امنیت پایدار»، رهیافتی است که در مطالعات نوین امنیتی به‌عنوان جایگزین پارادایم کنترل مطرح می‌شود و بر این مفروضه استوار است که برای استقرار امنیت بایستی به‌جای برخورد با جرم و مجرم با زمینه‌ها و بسترهای جرم‌زا مقابله کرد.نتیجه‌گیری: نتایج پژوهش حاکی از آن است که استقرار امنیت پایدار در مرز و مناطق مرزی مستلزم رویکردهای پیشگیرانه، ایجابی، همه‌جانبه، اجتماع‌محور، مشارکت محور، آسایش‌بخش و معناگرا است و بر اساس این پارادایم، امنیت مرز با اولویت تامین امنیت مرزنشینان حاصل می‌شود.

background and objective: border security means protecting the border lines against possible attacks and preventing any illegal acts along the border and border areas of a country and legalizing the movement of people and the transportation of goods through authorized border gates. establishing security at the border and border areas is one of the main concerns of countries, especially in today’s world full of threats, and governments consider different approaches, policies, actions, and methods to achieve this goal. the purpose of writing this article is to theoretically explain the paradigm of sustainable security in the border and border regions.method: this article, using a descriptive-analytical method and citing reliable sources, seeks to investigate and explain the requirements and considerations that are involved in the establishment of security at the border and border areas within the framework of the sustainable security paradigm.findings: the concept of sustainable security is one of the new security paradigms and approaches that are discussed in various fields, including border security and border areas. in fact, sustainable security is an approach that is proposed in modern security studies as an alternative to the control paradigm and is based on the assumption that in order to establish security, instead of dealing with crime and criminals, it is necessary to deal with crime-prone contexts.results: the results of the research indicate that the establishment of sustainable security at the border and border areas requires preventive, positive, comprehensive, community-oriented, participation-oriented, comfortable and meaningful approaches, and based on this paradigm, border security is achieved with the priority of ensuring the security of border residents.
