مرز و مهاجرت: بررسی وضعیت دوگانه مهاجرین افغانستانی و اوکراینی

تحولات و تلاطمات سیاسی- نظامی در دو کشور افغانستان و اوکراین ناشی از جنگ داخلی و تهاجم خارجی در دو ساله اخیر علاوه بر آلام و رنج های بی شمار و خسارات گسترده، موج گسترده ای از مهاجرت مردم این دو کشور را به سوی دیگر کشورها موجب شد. جدای از ابعاد و پیامدهای خطیر و چند وجهی این وضعیت هم بر جامعه مهاجرین و هم کشورهای مقصد، تمرکز این مقاله بر بازنمایی سیاست های مرزی متفاوت و گاه متعارض اروپائیان در قبال مهاجرین است که با معیارهای هویتی سنجیده شده و مبنای مواجهه با آنان قرار گرفته است. مرزها به مثابه پدیده های چندوجهی؛ علاوه بر وجه سرزمینی - جغرافیایی و سیاسی، از وجوه هویتی - فرهنگی برخوردار بوده و همزمان با دو کارکرد &همبستگی ساز و وحدت آفرین& در درون جوامع ملی و &تمایز و تفکیک& با دیگر جوامع مورد شناسایی قرار می گیرند. در کنار این رویکرد، برخی از صاحبنظران مطالعات مرزی با تکیه بر ملاحظات هویتی، امروزه بر کارکردها و ابعاد جدیدی از مرز چون تاثیر مهاجرت ها بر مرزها تاکید دارند. این مقاله با اتخاذ رویکردی کیفی و با تکیه بر تحلیل‌های آماری ثانویه، در چارچوب روش توصیفی و تحلیلی عمیق، ضمن بررسی رابطه میان موضوع مرز و مهاجرت، با طرح این سئوال اساسی که چرا برخلاف تعهدات حقوق بشری دولت های اروپایی؛ پناهجویان و مهاجران در رژیم مرزی اروپایی به &متمدن اروپایی& و &غیرمتمدن خاورمیانه ای& ارزش گذاری و تقسیم می شوند؟ و چرا و چگونه مطابق با این دسته بندی، نحوه مواجهه و رفتار با هریک متفاوت می گردد؟ نویسنده مقاله با انتخاب رهیافت انتقادی و بررسی سیاست های دوگانه در مواجهه با مهاجران و پناهندگان این فرضیه را مطرح می سازد که اتخاذ رویکردهای دوگانه از سوی این کشورها مبتنی بر ملاحظات هویتی بوده و ممانعت از مهاجرت به روشهای گوناگون از جمله اقامت دهی در کشورهای ثالث تا امنیتی سازی، جلوگیری از ورود مهاجران و حصارکشی در مرزها را از یک سو در برابر مهاجران آسیایی و افریقایی و استقبال گرم و حفاظت موقت در مواجهه با مهاجران اوکراینی را دربر می گیرد.

political-military developments and turmoil in the two countries of afghanistan and ukraine caused by the civil war and foreign invasion in the last two years, in addition to countless pains and sufferings and extensive losses, caused a wide wave of migration of the people of these two countries to other countries. became. apart from the serious and multifaceted dimensions and consequences of this situation on both the immigrant community and the destination countries, the focus of this article is on the representation of different and sometimes conflicting border policies of europeans towards immigrants, which is measured by identity criteria and is the basis of confronting them. borders as multifaceted phenomena; in addition to the territorial-geographical and political aspects, they have cultural-identity aspects and are identified simultaneously with the two functions of &cooperation and unification& within national societies and &differentiation and segregation& with other societies. in addition to this approach, some border studies experts, relying on identity considerations, today emphasize new functions and dimensions of the border, such as the effect of migration on borders.this article, adopts a qualitative approach and relies on secondary statistical analysis, in the framework of descriptive and deep analytical methods, while examining the relationship between the issue of borders and immigration, by asking the basic question of why, contrary to the human rights obligations of european governments; are asylum seekers and immigrants valued and divided into &civilized europeans& and &non-civilized middle east& in the european border regime? and why and how according to this category, the way of dealing with each one is different? by choosing a critical approach and examining dual policies in dealing with immigrants and refugees, the author of the article proposes the hypothesis that the adoption of dual approaches by these countries is based on identity considerations and preventing immigration in various ways, including settling in third countries. as for security, it includes preventing the entry of immigrants and fencing the borders against asian and african immigrants on the one hand, and warm welcome and temporary protection in the face of ukrainian immigrants.
