تحلیل اثرات دیپلماسی مرزی بر امنیت مرزها مطالعه موردی مرزهای ایران و پاکستان از 1396 تا 1400

مرزهای جنوب شرقی ایران به علت کمبود امکانات لازم برای پایش مداوم مناطق استراتژیک، گستردگی مرزها، بی‌ثباتی دولت‌های همسایه یا اتخاذ سیاست‌های خصمانه از طرف آن‌ها و وجود گروه‌های تکفیری به عنوان چالشی فرا روی امنیت منطقه قرار گرفته است. ازاین‌رو، ایجاد امنیت پایدار در این منطقه از دغدغه‌های همیشگی سیاست‌گذاران امنیتی کشور بوده است. هدف  این پژوهش تحلیل اثرات دیپلماسی مرزی در امنیت مرزهای جنوب شرقی جمهوری اسلامی ایران می‌باشد. روش پژوهش توصیفی-تحلیلی و با بهره‌گیری از منابع موجود در پایگاه‌های معتبر علمی، اسناد و مدارک مرتبط به تحلیل اثرات دیپلماسی مرزی در امنیت محدوده موردمطالعه پرداخته‌اند. یافته‌های به‌دست‌آمده نشان داده است که طی سال‌های گذشته نهادهای مرتبط با امنیت در مناطق مرزی ازجمله نیروهای مرزبانی جمهوری اسلامی ایران با به‌کارگیری رویکرد دیپلماسی فعال مرزی در ارتباط با نیروهای مرزبانی کشور پاکستان، نقش قابل‌توجهی در کاهش تهدیدات امنیتی همچون مهاجرت‌های غیرقانونی، قاچاق مواد مخدر، سلاح‌های غیرمجاز، جنایات سازمان‌یافته، ورود کالاهای ممنوعه، تحرکات قومی- مذهبی، ناامنی نواحی مرزی و حمله به پاسگاه‌های مرزبانی و غیره ایفا نموده‌اند. با در نظر داشتن این موضوع که شرایط خاص این منطقه به‌ویژه ظهور طالبان در کشور افغانستان می‌تواند در آینده امنیت نسبی به وجود آمده در این منطقه را با چالش‌های جدیدی مواجه سازد لذا نیاز است توجه ویژه‌ای به تقویت مولفه دیپلماسی مرزی در این منطقه از طرف سیاست‌گذاران و متولیان امر امنیت در حکومت مرکزی شود.

analysis of the effects of border diplomacy on border security (a case study of iran-pakistan borders from 2017 to 2021)

southeastern borders of iran have become a challenge to the security of the region due to the lack of necessary facilities for continuous monitoring of strategic areas, the extent of borders, the instability of neighboring governments or the adoption of hostile policies by them, and the existence of takfiri groups. therefore, establishing stable security in this region has been one of the constant concerns of the country’s security policy makers. the purpose of this research is to analyze the effects of border diplomacy on the security of the southeastern borders of the islamic republic of iran. descriptive-analytical research method and using the resources available in reliable scientific databases, related documents and documents have analyzed the effects of border diplomacy on the security of the studied area. the obtained findings have shown that during the past years, institutions related to security in border areas, including the border guard forces of the islamic republic of iran, have played a significant role in reducing security threats such as illegal immigration, drug trafficking, illegal weapons, organized crimes, import of prohibited goods, ethnic-religious movements, insecurity in border areas and attacks on border posts, etc. have played a role. keeping in mind that the special conditions of this region, especially the emergence of the taliban in afghanistan, can face new challenges to the relative security in this region in the future, therefore, special attention is needed to strengthen the component of border diplomacy in this region from the side of policy makers and be in charge of security in the central government.
