آسیب‌شناسی خدمتی سربازان وظیفه در یگان‌های مرزبانی ناجا

رکن اساسی نیروهای مسلح را نیروی انسانی به‌ویژه سربازان تشکیل می‌دهد. مرزبانی ناجا به‌عنوان جزئی از نیروهای مسلح از این امر مستثنی نبوده و شرایط خدمت در آن می‌تواند عاملی برای بروز جرائم متعدد باشد. بنابراین پرسش اصلی پژوهش حاضر «زمینه‌ها و بسترهای ارتکاب جرائم شایع سربازان وظیفه فرماندهی مرزبانی کدام‌اند؟» می‌باشد. پژوهش حاضر بلحاظ هدف کاربردی و بلحاظ محتوا از نوع کیفی بوده که با استفاده از ابزار مصاحبه نیمه ساختاریافته، داده‌های لازم گردآوری گردیده است که روایی آن از طرف خبرگان و کارشناسان مورد تائید قرار گرفت و پایایی آن با استفاده از فرآیند بازبینی مجدد از طرف تعدادی از جامعه آماری تائید شد. جامعه آماری تحقیق حاضر سربازان وظیفه حاضر به خدمت در فرماندهی مرزبانی به تعداد 28 نفر به شرط اشباع نظری با مشخصات دارای سابقه جرم، فاقد سابقه و همچنین کارکنان پایور مرتبط با سربازان وظیفه مذکور بوده‌اند. داده‌های بدست آمده با استفاده از نرم‌افزار اطلس تی در سه سطح مفاهیم، مقوله و مقوله عمده در جریان مراحل کدگذاری باز، محوری و گزینشی مورد تجزیه و تحلیل قرار گرفت. در بخش یافته‌ها، 48 مفاهیم مرتبط با زمینه­های ارتکاب جرائم شایع سربازان در قالب 11 مقوله انتزاعی احصاء و سپس مقوله‌ها مورد دسته‌بندی و در انتها مقوله هسته انتخاب و بر اساس ارتباط مقوله‌ها با یکدیگر، نظریه زمینه‌ای تدوین گردید.  نتیجه تحقیق حاضر گویای این واقعیت است که، کم‌توجهی به عوامل اعتقادی به‌عنوان شرایط علی، توجه ناکافی به امور خدمات‌رسانی و توسعه نظارت‌ها به‌عنوان عوامل مداخله‌گر و همچنین بسترسازی از سوی افراد آلوده‌کننده بیرونی و وجود فرصت‌های جرم و استمرار جرم به‌عنوان شرایط زمینه‌ای در بروز جرائم شایع کارکنان وظیفه مرزی نقش موثری دارند.

pathology of serving conscripts in i.r.i. border guard units

the basic pillar of the armed forces is made up of human resources, especially soldiers. as a part of the armed forces, i. r. i. border guard is not exempted from this and its service conditions can be a factor in the occurrence of numerous crimes. therefore, the main question of the current research is &what are the contexts and bases of common crimes committed by soldiers of the border guard command?& in terms of its objectives the present study is of an applied research type and in terms of its content it is considered as a qualitative study. the necessary data has been collected using a semi structured interview tool, the validity of which has been confirmed by experts, and its reliability has been confirmed using test retest method. the statistical population of the current research is 28 conscripts serving in the border guard command, subject to theoretical saturation, with the characteristics of having a criminal record, those without a record, as well as employees related to the said conscripts. the data obtained were analyzed at three levels of concepts, categories and major categories during open, central and selective coding stages using atlas t software. in the findings section, 48 concepts related to the contexts of committing common crimes of soldiers in the form of 11 abstract categories were extracted and then the categories were categorized and finally the core category was selected and based on the relationship of the categories with each other, a basic theory was developed. the result of the present research is indicative of the fact that insufficient attention to religious factors as causal conditions, insufficient attention to service provision and the development of supervision as intervening factors, as well as laying a foundation by external contaminating people and the existence of opportunities for crime and the continuation of crime as underlying conditions have an effective role in the occurrence of common crimes in in service bord.
