راه‌کارهای تثبیت صلح در مرزهای شمال غرب جمهوری اسلامی ایران با تاکید بر بحران قره‌باغ

یکی از مولفه‌های تاثیرگذار در نظام بین‌الملل و روابط بین واحدهای سیاسی داشتن صلح و احترام به تمامیت ارضی از طرف این واحدها می‌باشد. مرزهای هر کشور اولین مناطقی هستند که در صورت نقض تمامیت ارضی آن کشور مورد تجاوز و تعرض قرارگرفته و باعث بی‌ثباتی و ناامنی برای ساکنین این مناطق می‌شود. با در نظر داشتن این موضوع، پژوهش حاضر به دنبال ارائه راهکارهای لازم برای تثبیت صلح در مرزهای شمال غرب ایران با تاکید بر بحران قره‌باغ است. پژوهش حاضر به لحاظ هدف از نوع کاربردی و ماهیت آن از نوع کیفی است. داده‌های پژوهش به شیوه مصاحبه با نخبگان مسلط با موضوع پژوهش انجام‌گرفته است. جامعه آماری به تعداد 30 نفر می‌باشد که بر اساس رویکرد اشباع نظری و به‌صورت هدفمند انتخاب‌شده است. یافته‌های به‌دست‌آمده با استفاده از تحلیل مضمون تک سطحی و با تکنیک کدگذاری مورد تحلیل قرارگرفته است. در این پژوهش بعد از انجام مصاحبه، پیاده‌سازی و کدگذاری مضامین، سه راهکار کلان و راهبردی به‌عنوان ابعاد کلی پژوهش در قالب گزاره‌های؛ اتخاذ دیپلماسی فعال از طرف دستگاه دیپلماسی کشور، ایجاد بسترهای اقتصادی وابسته و استفاده از ظرفیت‌های علمی، فرهنگی و قومی در کشورهای مجاور مرزهای شمال غرب کشور به‌عنوان مهم‌ترین راهکارهای پژوهش استخراج گردید. نتایج به‌دست‌آمده نشان داد برای پیشگیری از سرایت تبعات امنیتی بحران قره‌باغ به مناطق مرزی ایران و همچنین برقراری صلح و ایجاد امنیت پایدار در مرزهای بین‌المللی شمال غرب ایران، نیاز است برنامه‌ریزی مدونی در قالب دیپلماسی فعال با پشتیبانی هماهنگ قدرت نظامی، گسترش و ارتقاء روابط علمی، فرهنگی و قومی از طریق سیاست‌گذاری عمومی در دو سوی مرز و همچنین ایجاد بسترهای اقتصادی وابسته در بین کشورهای هم‌جوار در مرزهای شمال غرب ایران، از طرف سیاست گذران و مسئولین کشور صورت پذیرد تا شاهد صلح و امنیت پایدار در مرزهای محدوده مورد مطالعه باشیم.

peace stabilization solutions in the northwestern borders of the islamic republic of iran with an emphasis on the karabakh crisis

one of the influential components in the international system and relations between political units is having peace and respecting territorial integrity on the part of these units. the borders of any country are the first areas that are invaded and attacked in case of violation of the territorial integrity of that country, which causes instability and insecurity for the residents of these areas. keeping this issue in mind, the present study seeks to provide the necessary solutions to stabilize peace in the northwestern borders of iran, emphasizing the nagorno karabakh crisis. in terms of its objectives the current research is of an applied research type and qualitative in nature. the data of the research has been collected in the way of interviews with elites who are familiar with the subject of the research. the statistical population is 30 people, which was selected based on the theoretical saturation approach. the obtained findings have been analyzed using single level thematic analysis and coding technique. in this research, after conducting the interview, implementing and coding the themes, three macro and strategic solutions as the general dimensions of the research were extracted as the most important research solutions in the form of the propositions, including the adoption of active diplomacy by the country's diplomatic system, the creation of dependent economic platforms and the use of scientific, cultural and ethnic capacities in the countries adjacent to the northwestern borders of the country. the obtained results showed that in order to prevent the spread of the security consequences of the nagorno karabakh crisis to the border regions of iran, as well as to establish peace and create sustainable security in the international borders of northwestern iran, there is a need for written planning in the form of active diplomacy with the coordinated support of military power, the expansion and promotion of scientific relations, cultural and ethnic through public policies on both sides of the border, as well as creating dependent economic platforms among the neighboring countries in the northwestern borders of iran, on behalf of the policy makers and the country's officials, in order to witness stable peace and security in the borders of the studied area.
