تحلیل راهبردهای مدیریت منابع تنش و تهدید امنیت عمومی مناطق مرزی مطالعه موردی: استان اردبیل

بررسی و تحلیل راهبردهای مدیریت منابع تهدید و تنش امنیت عمومی، از اولویت‌های اساسی تصمیم گیران حوزه امنیت کشورها می‌باشد. نیروی انتظامی به‌عنوان یک سازمان اجتماعی و پویا وظیفه برقراری نظم و مقابله با تهدیدات امنیتی در جامعه را بر عهده دارد و لذا هدف از پژوهش حاضر تحلیل راهبردهای مدیریت منابع تهدید امنیت عمومی در استان اردبیل می‌باشد. پژوهش حاضر ازنظر هدف کاربردی و ازنظر ماهیت داده‌ها آمیخته در دو مرحله توصیفی-پیمایشی و اکتشافی انجام‌شده است. در مرحله اول با استفاده از ابزار مصاحبه، مفهوم‌سازی شاخص‌های تهدید امنیت عمومی در استان اردبیل انجام گرفت و پس‌ازآن به‌منظور بررسی روایی گزاره‌های کیفی با بهره‌گیری از روش پیمایشی، پرسشنامه از مفاهیم گردآوری‌شده در مرحله کیفی تهیه و به توزیع آن با روش تخمین آماری به گردآوری داده پرداخته شد. درنهایت راهبردهای منابع تهدید امنیت عمومی در اردبیل با استفاده از روش برنامه‌ریزی راهبردی و نمودار تجزیه‌وتحلیل swot شناسایی و گونه اصلی راهبردهای مدیریت منابع تهدید امنیت عمومی در اردبیل تعیین گردید. در تحلیل منابع تهدید و تنش استان اردبیل در حوزه امنیت عمومی، از تلفیق 15 نقطه قوت، 19 نقطه‌ضعف، 15 فرصت محیط بیرونی و 22 تهدید؛ چهار دسته راهبردها به دست آمد که شامل: 7 راهبرد تهاجمی و رقابتی، 6 راهبرد بازنگری، 6 راهبرد تنوع و 5 راهبرد تدافعی پرداخته شد. که دراین‌بین، راهبرد تهاجمی منابع تهدید و تنش استان اردبیل بالاترین امتیاز را به خود اختصاص داده است. نتایج به‌دست‌آمده از جدول برنامه‌ریزی کمی راهبردی (qspm) جذابیت استراتژی‌ها و راهبردهای تحلیل‌شده در میان راهبردهای تهاجمی منابع تهدید و تنش استان اردبیل را استراتژی 4so با کسب امتیاز 78/22 بالاترین راهبرد می‌داند که این استراتژی با توجه به تاثیر شرایط اقتصادی در ارتقاء و نزول امنیت در استان اردبیل از اولویت اصلی برخوردار می‌باشد.

analysis of strategies for tension resources management and general security treating (case study: ardabil province)

investigating and analyzing resource management strategies and public security stress is one of the basic priorities of decision-makers of the security of countries. the law enforcement force as a social and dynamic organization is responsible for establishing order and confronting security threats in society. therefore, the purpose of this study was to analyze the resource management strategies in ardabil province. in terms of its objectives, the present study is of an applied research type and in terms of the nature of the data it is considered as mix method study which was conducted in two descriptive-survey and exploratory stages. in the first step, by conducting an interview we achieved the conceptualization of public security threat indicators in ardebil province. we studied the validity of qualitative propositions by survey method of questionnaire from the collected concepts in the qualitative stage and distributed it with a statistical estimation method. finally, the strategies for public security threats in ardabil were determined by the strategic planning method and the swot analytical diagram and the main type of public security threat management strategies in ardebil was identified. in the analysis of threat and tension sources of ardabil province in public security, the combination of 15 strengths, 19 weaknesses, 15 external environment opportunities and 22 threats; four groups of strategies were obtained, including: 7 aggressive and competitive strategies, 6 review strategies, 6 diversity strategies and 5 defensive strategies. in this case, the aggressive strategy of the threat and tension of ardabil province has the highest score. the results obtained from the quantitative strategic planning table (qspm), the attractiveness of analyzed strategies among the aggressive strategies of the threat and tension of ardabil province as the 4so strategy, with the score of 22.78, considers the highest strategy. this strategy is, due to the impact of economic conditions in the promotion and descent of security in ardabil province, has a major priority.
