بررسی عوامل ژئوپلیتیکی موثر بر مدیریت مرزها مطالعه موردی: استان‌های مرزی شمال کشور

مدیریت مرزی در پیشبرد برنامه‌ها و فعالیت‌های مرتبط با مرزنشینان و تعامل سازنده با کشورهای هم‌جوار یکی از سیاست‌های محوری در مرزبانی محسوب می‌گردد. همچنین به‌منظور رشد و ارتقاء سطح مدیران سازمانی و لزوم به‌کارگیری مکانیسمی نوین برای هدایت مرزنشینان در اقصی نقاط کشور، مدیریت مزبور بیش‌ازپیش احساس می‌گردد. دراین‌بین مدیریت مرزهای شمالی کشور با توجه به وجود دریای خزر اهمیت ژئوپلیتیکی و ژئواستراتژیکی آن را برجسته‌تر می‌نماید. هدف این پژوهش شناسایی عوامل ژئوپلیتیکی موثر بر مدیریت مرزها با استفاده از مدل بلیک در استان‌های مرزی شمال کشور می‌باشد و درصدد پاسخگویی به این پرسش است که عوامل موثر ژئوپلیتیکی در مدیریت مرزی از دیدگاه فرماندهان مرزی استان‌های شمال کشور با استفاده از مدل بلیک کدام‌اند؟ پژوهش حاضر ازنظر هدف، کاربردی و ازنظر روش، توصیفی-تحلیلی است. جامعه آماری تحقیق شامل فرماندهان هنگ‌ها، پایگاه‌ها و پاسگاه‌های مرزی و دریایی استان‌های گیلان، مازندران و گلستان است که تعداد 50 نفر آنان در نمونه مورد مطالعه قرارگرفته‌اند. پایایی پرسشنامه با آلفای کرونباخ به میزان 0.92 به‌دست‌آمده است. یافته‌های تحقیق حاکی از این است که مدیریت دسترسی با میانگین نمره 8.58 دارای بیشترین تاثیر و مدیریت منابع فرامرزی و مدیریت زیست‌محیطی با میانگین نمرات 7.88 و 6.90 کمترین تاثیر را در مدیریت مرزی دارند و دراین‌بین استفاده از تجهیزات فنی و الکترونیکی، علامت‌گذاری خطوط مرزی و استقرار و توسعه هنگ‌ها و پایگاه‌ها دارای بالاترین تاثیر و تشویق و تسهیم توریسم زیست‌محیطی، حفاظت از گونه‌های در حال انقراض و جلوگیری از شکار بی‌رویه دارای کمترین تاثیر را در عوامل موثر بر مدیریت مرز به دست آورده‌اند.

investigating geopolitical factors affecting border management case study: border provinces in the north of the country

border management is one of the central policies in border guarding in promoting programs and activities related to border residents and constructive interaction with neighboring countries. also, in order to grow and improve the level of organizational managers and the need to use a new mechanism to guide border residents in all parts of the country, this management is felt more than ever. meanwhile, the management of the northern borders of the country, considering the existence of the caspian sea, emphasizes its geopolitical and geostrategic importance. the purpose of this study is to identify geopolitical factors affecting border management using blake model in the northern border provinces of the country and seeks to answer the following question& what are the geopolitical factors in border management from the perspective of border commanders in the northern provinces using blake model? in terms of its objectives, the present study is of an applied research type and in terms of method it is considered as descriptive-analytical. the statistical population of the study includes the commanders of regiments, bases and border and naval checkpoints in gilan, mazandaran and golestan provinces, 50 of whom have been studied in the sample. the reliability of the questionnaire using cronbach’s alpha was 0.92. findings indicate that access management with an average score of 8.58 has the most impact and cross-border resource management and environmental management with an average score of 7.88 and 6.90 have the least impact on border management, and in this vein, the use of technical and electronic equipment, marking border lines and establishing and developing regiments and bases have the highest impact, and the encouragement and sharing environmental tourism, protection of endangered species and prevention of poaching have the least impact on factors affecting border management.
