تحلیل تاثیر مهاجرین افغانی در فضای کالبدی شهر مرزی زاهدان

مهاجرت‌های بین‌المللی، به‌خصوص مهاجرت‌های غیرقانونی دارای بازتاب‌ها و پیامدهای مختلفی بر فضای شهر و ... می‌باشند. پژوهش حاضر به دنبال شناخت تبعات و پیامدها در فضای کالبدی در شهر مرزی زاهدان ناشی از ورود مهاجرین افغان می‌باشد. پژوهش حاضر از نظر هدف، کاربردی و از نظر روش، توصیفی – تحلیلی است. جامعه آماری پژوهش شامل کارشناسان و متخصصان در شهر زاهدان می‌باشد با توجه به نامشخص بودن جامعه آماری از روش گلوله برفی تعداد 50  نفر از آنان به عنوان حجم نمونه انتخاب گردیدند. نتایج نشان داد که عدم نظارت کافی بر اجرای قوانین شهرسازی از سوی مسئولین و مهاجران  مهم‌ترین عامل تاثیرگذار در فضای شهری، شهر مرزی زاهدان  می باشد. پایین بودن نرخ مشارکت مردمی با ارگان‌های دولتی در توسعه محلات، فقدان چشم‌انداز جامع و عدم مطالعات مناسب برای توسعه آتی شهر، محدودیت امکانات رفاهی در مناطق افغان نشین، آلودگی‌های زیست‌محیطی در فضاهای محلات افغان نشین، عدم ساماندهی نواحی شهری، کمبود خدمات بهداشتی و کیفیت پایین اماکن بهداشتی، نبود فضای مناسب در محلات اولیه افغان‌ها، عدم توزیع متعادل امکانات و عدم تناسب حجم خدمات با حجم جمعیتی، نامعلوم بودن چشم‌انداز و اغتشاش بصری و هندسی در محلات مسکونی و تجاری افغان‌ها، نبود امنیت کافی در محلات افغان‌نشین ، حاکمیت عرفی در محلات افغان‌ها، سرانه پایین و غیراستاندارد خدمات شهری در محلات افغان‌ها، عدم ساماندهی و کم‌توجهی به فضاهای شهری، عدم سرمایه‌گذاری بخش خصوصی در محلات حاشیه‌ای توسط ثروتمندان افغان، عدم وجود اطلاعات و داده‌های کافی از وضع موجود در داخل محلات افغان‌ها و بسته بودن روابط آن‌ها با گروه‌های غیر از خود، فضاهای تجاری و خدماتی غیراستاندارد، گسترش دست‌فروش‌ها و تکدی‌گران در پارک‌ها شکل‌گیری فضاهای نامطلوب و ناخوشایند در سطح شهر، حاکمیت فضای بی‌اعتمادی به مسئولین شهر و مدیریت شهری نیز از دیگر عوامل مهم و اثرگذار بر فضای شهری شناخته شد.

analysis of the impact of afghan immigrants on the physical space of the border city of zahedan

international migrations, especially illegal migrations, have different reflections and consequences on the urban space and so on. the present study seeks to identify the consequences in the physical space in the border city of zahedan due to the arrival of afghan refugees. the research method is descriptive-analytical. the statistical population is the experts who were selected through convenience sampling (available) method (20 people). the results showed that insufficient or short supervision over the implementation of urban planning laws by officials and immigrants has been identified as the most important factor influencing the urban space, the border city of zahedan. low rate of public participation with government agencies in neighborhood development, lack of comprehensive vision and lack of appropriate studies for future development of the city, limited amenities in afghan areas, environmental pollution in afghan neighborhoods, lack of organization in urban areas, lack of health services and low quality of sanitation facilities, lack of adequate space in primary afghan neighborhoods, unbalanced distribution of facilities and disproportionate volume of services to population size, uncertain landscape and visual and geometric disturbance in afghan residential and commercial neighborhoods, lack of security in afghan neighborhoods by police, customary governance in afghan neighborhoods, low and non-standard per capita urban services in afghan neighborhoods, lack of organization and lack of attention to urban spaces, lack of private sector investment in marginal neighborhoods by wealthy afghans, lack of sufficient information and data on the situation inside afghan neighborhoods and closing their relations with groups other than themselves, non-standard commercial and service spaces, expansion of peddlers and beggars in parks, formation of undesirable and unpleasant spaces in the city, the rule of distrustful atmosphere in a responsible city and urban management were also recognized as other important and influential factors on urban space.
