چکیده
|
پژوهش حاضر با هدف شناسایی موانع اجرای اثربخش خط مشی‌های وزارت آموزش و پرورش انجام گرفت. پژوهش حاضر کاربردی بوده و از نظر روش آمیخته، بر مبنای پژوهش‌های کیفی و کمی و از نوع پژوهش‌های قیاسی استقرایی است. جامعه پژوهش خبرگان وزارت آموزش و پرورش هستند که با استفاده از روش هدفمند و براساس اصل کفایت نظری 36 نفر از آنان به عنوان مشارکت‌کنندگان انتخاب شدند. ابزار گردآوری اطلاعات در بخش کیفی مصاحبه و در بخش کمی پرسشنامه بود که روایی و پایایی آن ها به ترتیب، با استفاده از شاخص cvr و آزمون کاپای کوهن و روایی محتوایی و پایایی آزمون مجدد تایید شد. داده‌های پژوهش با استفاده از روش دلفی فازی تحلیل شد. نتایج پژوهش مشتمل بر شناسایی موانع اجرای اثربخش خط مشی‌های وزارت آموزش و پرورش در قالب سی و سه عامل است. همچنین، نتایج پژوهش دربرگیرنده بیست و دو راهکار است که برای از بین بردن موانع اجرای اثربخش خط مشی‌های وزارت آموزش و پرورش ارائه شده است.

Abstract
|
The aim of this study was to identify the barriers to the effective implementation of the policies of the Ministry of Education. The present research is applied and in terms of mixed method, is based on qualitative and quantitative research and is of deductiveinductive research. The research community is the experts of the Ministry of Education, who were selected as 36 participants using a purposeful method based on the principle of theoretical adequacy. Data collection tools were in the qualitative part of the interview and in the quantitative part of the questionnaire whose validity and reliability were confirmed using CVR index and Kappa Cohen test and content validity and reliability of the retest, respectively. Research data were analyzed using fuzzy Delphi method. The results of the study include identifying obstacles to the effective implementation of the policies of the Ministry of Education in the form of thirtythree factors. Also, the results of the research include twentytwo strategies that have been proposed to remove obstacles to the effective implementation of the policies of the Ministry of Education.
