چالش‌های پلیس امنیت اخلاقی در مواجهه با کشف حجاب (مورد مطالعه: استان زنجان)

زمینه و هدف: پدیدۀ بدحجابی و کشف حجاب در جامعه کنونی ایران در حال گسترش بوده و به نظر می‌رسد نهادهای متولی و مسئول در این زمینه را در اجرای مسئولیت‌های خود دچار چالش‌های جدی کرده است. در همین راستا، پژوهش حاضر با هدف بررسی چالش‌های پلیس امنیت اخلاقی در مواجهه با کشف حجاب در استان زنجان انجام پذیرفته است.روش: پژوهش حاضر ازنظر هدف و ماهیت، کاربردی و ازنظر روش گردآوری داده‌ها، از نوع کیفی با رویکرد توصیفی – تحلیلی بوده است. ابزار مورد استفاده، مصاحبه نیمه ساختار یافته بوده است و مشارکت‌کنندگان در پژوهش شامل مدیران و کارشناسان صاحب‌نظر و خبره در حوزه امنیت اخلاقی از سازمان اطلاعات فراجا، اداره تبلیغات و ارشاد اسلامی و پاوای استان زنجان بودند که با روش نمونه‌گیری از نوع هدفمند با حداکثر تنوع یا ناهمگونی با رویکرد اشباع نظری انتخاب شدند. داده‌های جمع‌آوری‌شده به روش تحلیل مضمون تجزیه و تحلیل شد.یافته‌ها: مهم‌ترین چالش‌های پلیس امنیت اخلاقی در مواجهه با کشف حجاب در استان زنجان شامل فرهنگی، حقوقی – قضایی، اجرایی و سیاسی است. بر اساس یافته‌های پژوهش، موفقیت پلیس امنیت اخلاقی در مواجهه با این پدیده در گرو تعادل بین سه عنصر «اجرای قانون»، «جلب مشارکت مردمی» و «فرهنگ‌سازی هوشمندانه» است.نتیجه‌گیری: پلیس امنیت اخلاقی نیازمند بازتعریف راهبردهای خود در مواجهه با چالش‌های فرهنگی، حقوقی، قضایی، اجرایی و سیاسی کشف حجاب با هماهنگی تمام نهادهای حاکمیتی و همراهی نخبگان اجتماعی است.

challenges faced by the morality security police in dealing with the unveiling of hijab (case study: zanjan province)

background and aim: the phenomenon of improper veiling and the unveiling of hijab is expanding in contemporary iranian society and appears to have posed serious challenges to the relevant responsible institutions in carrying out their duties. accordingly, the present study was conducted with the aim of investigating the challenges faced by the morality security police in dealing with the unveiling of hijab in zanjan province.method: in terms of purpose and nature, this study is an applied research, and concerning data collection method, it is a qualitative study with a descriptive-analytical approach. the instrument used was a semi-structured interview. the research participants included managers and expert specialists in the field of moral security from the intelligence organization of the faraja, the islamic propaganda and guidance office, and the pawa (provincial base) of zanjan province, who were selected through purposive sampling with maximum diversity or heterogeneity, following a theoretical saturation approach. the collected data were analyzed using thematic analysis.findings: the most important challenges faced by the morality security police in dealing with the unveiling of hijab in zanjan province include cultural, legal-judicial, executive, and political challenges. based on the research findings, the success of the morality security police in confronting this phenomenon depends on striking a balance between three elements: law enforcement, gaining public participation, and intelligent culturalization.conclusion: the morality security police requires a redefinition of its strategies in dealing with the cultural, legal, judicial, executive, and political challenges of unveiling hijab, through coordination with all governmental institutions and the cooperation of social elites.
