مولفه‌‌های مشارکت اجتماعی شهروندان در پیشگیری از قاچاق کالای سلامت محور

زمینه و هدف: استفاده از ظرفیت مشارکت و همیاری مردم در پیشگیری از قاچاق کالا (به‌عنوان پیشگیری اجتماعی معطوف به اقدامات نرم و مردم پایه) یکی از روش‌های پیشگیری است که نیازمند شناخت چگونگی و شیوه‌‌‌های جلب مشارکت شهروندان است. لذا، تحقیق حاضر با هدف «شناخت مولفه‌‌های مشارکت اجتماعی شهروندان در پیشگیری از قاچاق کالای سلامت محور در استان کردستان» انجام گرفته است.روش: تحقیق حاضر از هدف، کاربردی و از منظر نحوه اجرا، جزو تحقیقات کیفی مبتنی بر تحلیل مضمون است. جامعه مشارکت‌کننده شامل خبرگان حوزه مبارزه با قاچاق کالا در انتظامی، خبرگان و اساتید دانشگاهی و سایر شهروندان استان کردستان هستند که در شانزدهمین نفر به اشباع نظری رسید. ابزار گردآوری اطلاعات مصاحبه نیمه ساختاریافته است و برای محاسبۀ پایایی تحقیق، از روش‌ توافق درون موضوعی استفاده شد. تجزیه‌وتحلیل یافته‌ها نیز مبتنی بر شیوه تحلیل مضمون (کدگذاری پای‌های، سازمان‌یافته و فراگیر) است.یافته ‌ها: تحلیل یافته براساس نظر پاسخگویان نشان داد که 5 مضمون فراگیر مولفه‌‌های اقتصادی، فرهنگی-اجتماعی، نهادی، حقوقی و قضایی، انتظامی با 67 مضمون سازمان دهنده و 61 شاخص بر مشارکت شهروندان در پیشگیری از قاچاق کالای سلامت محور در استان کردستان نقش آفرین هستند.نتیجه ‌گیری: پیشگیری از قاچاق کالای سلامت محور مستلزم بهره‌گیری از سازوکار‌های مناسب مانند ظرفیت مشارکت شهروندان است. لذا، توجه صرف به یک مولفه و بی‌توجهی به مولفه‌‌های دیگر می‌تواند تمام فعالیت‌ها را بی‌ثمر نماید. بایستی با ایجاد کارگروه و اتخاذ تدابیر و برنامه‌‌های مناسب، موضوع پیشگیری از قاچاق کالای سلامت محور در استان کردستان، اجتماعی محور گردد.

background and objective: utilizing the capacity of public participation and cooperation in preventing goods smuggling (as social prevention focused on soft, community-based measures) is one preventive method that requires understanding how to attract citizen participation. therefore, the present research was conducted with the aim of identifying the components of citizens' social participation in preventing the smuggling of health-oriented goods in kurdistan province.methods: this research is applied in purpose and, from the perspective of implementation, is a qualitative study based on thematic analysis. the participant community included experts in the field of combating goods smuggling within the law enforcement, academic experts and professors, and other citizens of kurdistan province, reaching theoretical saturation with the 16th participant. the data collection tool was a semi-structured interview, and intra-subject agreement was used to calculate reliability. data analysis was also based on the thematic analysis method (basic, organized, and comprehensive coding).findings: the analysis of findings based on respondents' views showed that 5 comprehensive themes—economic components, socio-cultural components, institutional components, legal and judicial components, and law enforcement components—with 67 organizing themes and 61 indicators, play a role in citizen participation in preventing the smuggling of health-oriented goods in kurdistan province.conclusion: preventing the smuggling of health-oriented goods necessitates employing appropriate mechanisms, such as the capacity for citizen participation. therefore, focusing solely on one component and neglecting others can render all efforts futile. it is necessary to establish task forces and adopt suitable measures and programs to make the prevention of health-oriented goods smuggling in kurdistan province a socially-driven issue.
