نقش تحلیل اطلاعات در پیشگیری از غافلگیری فراخوان ناآرامی‌های اجتماعی

زمینه و هدف: غافلگیری، ویژگی ذاتی بحران‌های امنیتی است و آینده‌نگری در مورد رویدادهای غافلگیرکننده، قلب فعالیت‌های تحلیلی و هدف اصلی آن محسوب می‌شود. این پژوهش بر آن است تا نقش تحلیل اطلاعات در پیشگیری از غافلگیری ناشی از فراخوان ناآرامی‌های اجتماعی را به‌طور دقیق بررسی کند.روش:  این پژوهش از نظر هدف، در زمره پژوهش‌های کاربردی قرار می‌گیرد و با رویکرد کیفی و به روش تحلیل مضمون انجام شده است. ابزار جمع‌آوری داده‌ها، مصاحبه نیمه‌ساختاریافته بوده و مشارکت‌کنندگان به صورت هدفمند از میان نخبگان حوزۀ اطلاعات انتظامی با رعایت اصل اشباع نظری انتخاب شدند. داده‌های حاصل از مصاحبه‌ها نیز با استفاده از روش تحلیل مضمون تجزیه و تحلیل شده‌اند.یافته‌ها: با طی کردن چرخۀ چهارمرحله‌ای جمع‌آوری اخبار، طبقه‌بندی اخبار، بررسی اخبار و تفسیر اخبار که پایه‌های اولیۀ تحلیل اطلاعات محسوب می‌شوند و همچنین با دستیابی به اخبار صحیح و متقن، احصای اخبار مهم و اولویت‌دار، تعیین سطح دسترسی و طبقه‌بندی اخبار به‌منظور جلوگیری از نشت اطلاعات، می‌توان با ارائه تحلیل‌های اطلاعاتی دقیق به تصمیم‌گیران درون‌سازمانی و برون‌سازمانی کمک کرد تا از هرگونه غافلگیری در ماموریت‌ها، به‌ویژه ماموریت‌های مرتبط با فراخوان‌های اجتماعی و ناآرامی‌ها، پیشگیری شود.نتیجه‌گیری: یافته‌های پژوهش نشان می‌دهد که بدون گذراندن مرحلۀ بررسی اخبار که به صحت‌سنجی و بهبود تحلیل‌ها منجر می‌شود، اخبار جمع‌آوری‌شده چندان قابل بهره‌برداری نخواهند بود؛ چراکه حجم اخبار جمع‌آوری‌شده معمولاً بسیار زیاد است.

background and aim: surprise is an inherent characteristic of security crises, and foresight regarding unexpected events is at the heart of analytical activities and their primary objective. this research aims to precisely examine the role of intelligence analysis in preventing surprise resulting from the call for social unrest.method: this study is applied in purpose and has been conducted using a qualitative approach with thematic analysis. the data collection tool was semi-structured interviews, and participants were purposefully selected from among elite figures in the field of law enforcement intelligence, adhering to the principle of theoretical saturation. the interview data were also analyzed using thematic analysis.findings: by following the four-stage cycle of news collection, news classification, news evaluation, and news interpretation—which form the foundational steps of intelligence analysis—along with obtaining accurate and reliable news, identifying critical and priority news, determining access levels, and classifying news to prevent information leaks, precise intelligence analyses can be provided to both intra- and extra-organizational decision-makers. this helps prevent any surprises in missions, particularly those related to social calls and unrest.conclusion: the research findings indicate that without going through the news evaluation stage—which ensures verification and enhances analyses—the collected news will not be highly utilizable, as the volume of gathered news is typically very large.
