عوامل موثر بر ارتکاب قتل توسط اتباع غیرمجاز در استان البرز

زمینه و هدف: حضور اتباع غیرمجاز در استان البرز و مشکلات ناشی از شناسایی هویتی آن‌ها، پیشگیری از جرائم آنان به‌ویژه قتل را متاثر از عوامل متنوع و گوناگونی کرده است. بر این اساس، پژوهش حاضر عوامل موثر بر قتل توسط اتباع غیرمجاز را با تاکید بر پیشگیری از جرم در استان البرز کاوش کرده است.روش: پژوهش حاضر از نظر هدف، کاربردی و از نظر ماهیت داده‌ها، کیفی و از نوع اکتشافی است. مشارکت‌کنندگان پژوهش، مدیران و متخصصان حوزۀ قتل پلیس آگاهی استان البرز، قضات و اساتید جرم‌شناسی استان البرز به تعداد سیزده نفر بودند. مشارکت‌کنندگان هدفمند انتخاب شدند و تا اشباع نظری، مصاحبه‌ها ادامه پیدا کرد. داده‌های پژوهش با ابزار مصاحبۀ نیمه ساختاریافته جمع‌آوری شد. اعتبار و روایی داد‌ه‌های پژوهش براساس سه شاخص، «انتقال‌پذیری»، «ممیزی قابلیت اطمینان» و «تایید‌پذیری» انجام شد. برای تحلیل داده‌ها از روش تحلیل مضمون استفاده شد.یافته‌ها: یافته‌های پژوهش شامل دستیابی به تعداد 54 مضمون پایه درخصوص عوامل موثر بر قتل توسط اتباع غیرمجاز و راهکارهای پیشگیری انتظامی از آن است که در قالب دوازده مضمونِ سازمان‌ده و دو مضمونِ فراگیر سازمان‌دهی‌ شد.نتیجه‌گیری: عوامل موثر بر قتل در پژوهش حاضر شامل عوامل کنترلی (ضعف ورود و خروج ضابطه‌مند اتباع به کشور)، عوامل هویتی (نداشتن هویت مشخص)، عوامل روانی (حس انتقام‌جویی)، عوامل فرهنگی (تعصبات ناموسی و اختلاف فرهنگی) و عوامل اقتصادی (اخاذی از کارفرما و طمع به اموال مالکان) به دست آمد. همچنین راهکارهای پیشگیری از جرم در سه دستۀ اجتماعی، وضعی و کیفری سازمان‌دهی شدند.

effective factors for committing murder by illegal foreign nationals in alborz province

background and aim: attendance of illegal foreign nationals in our country have led to some problems such as identification of their identity، crime prevention especially murder in alborz province. the present study is to seek effective factors on committing murder stressing prevention that have been done by illegal foreign nationals.methodology: the current study had been done applied research in terms of purpose. qualitative، exploratory method was performed based on the data. participants of the research included 13 persons of criminal experts of criminal investigation department of police، judges and criminologists of alborz province. they were selected purposive and interviews had been carried on till theoretical saturation. validity and reliability of the data were performed according to 3 indexes portability، reliability audit، and verifiability. thematic analysis had been used for analyzing of the data.findings: the findings of the study show that 54  basic themes regarding effective factors on committing murder that have been done by illegal foreign nationals which are organized in 12 organizing themes and 2 comprehensive themes.conclusion: in this article effective factors on committing murder are consisted of controlling factors (not proper law and regulation for entering and exit of foreigner nationals)، identity factors (having no certain identity)، mental factors (revenge feeling)، cultural factors (cultural differences) and economic factors (extortion of employer). solutions of crime prevention divide to 3 social، criminal and situational categories.
