تاثیر مدیریت دانش بر پیشران های ساماندهی و کنترل اتباع بیگانه

زمینه و هدف: یکی از مفاهیم و موضوعاتِ بنیادین در بهبود وضعیت ساماندهی و کنترل اتباع خارجی، کاربستِ ابعاد و شاخص‌های «مدیریت دانش» در فرآیندهای سازمانی است. پژوهش حاضر با هدف «تاثیر مدیریت دانش بر پیشران‌های ساماندهی و کنترل اتباع بیگانه در استان تهران» انجام شده است. روش: روش پژوهش بر اساس هدف، کاربردی و از نظر شیوة اجرا با رویکرد «آمیخته» است. جامعة آماری در بخش کیفی، خبرگان و افراد مطّلع از مهاجرت و اتباع بیگانه‌ای است که در معاونت مهاجرت و گذرنامه مشغول بوده‌اند؛ این جامعة آماری شامل 5 تا 30 نفر بوده و تا رسیدن به اشباع نظری صورت پذیرفته است. در بخش کمّی تعداد 90 نفر برآورد شده که با استفاده از فرمول کوکران تعداد 70 نفرانتخاب شده‌اند. برای بررسی متعادل‌بودن توزیع داده‌ها از آزمون کلوموگروف – اسمیرنف و در بررسی فرضیه‌های پژوهش از آزمون ضریب پیرسون استفاده شده است.یافته‌ها: یافته‌ها نشان داد پیشران‌های ساماندهی اتباع بیگانه شامل سه مولفه با عنوان پایش و پویش اتباع خارجی، «توسعة بانک اطّلاعاتی متمرکز اتباع خارجی» و «مقابله با فعالیت‌های ضد‌امنیّتی اتباع خارجی» است. همچنین در میزان بهره‌گیری سازمان از بعد دانش‌آفرینی مدیریت دانش، سازوکارهایی برای ایجاد دانش از دانش موجود و تجارب جدید وجود دارد.نتیجه‌گیری: بهره‌گیری از پیشران‌های ساماندهی و کنترل اتباع خارجی از‌جمله «هوشمند‌سازی نحوة نظارت، پایش و رصد اتباع خارجی» با ابتناء بر پیاده‌سازی و عملیاتی‌کردن مدیریت دانش، گامی اساسی در ساماندهی و کنترل مطلوب است.

investigating the impact of knowledge management on proponents of alien organization (case study: tehran province police command)

context and purpose: one of the fundamental concepts and issues to improve the state of organization and control of foreign nationals is the application of dimensions and indicators of knowledge management in organizational processes. the current research was carried out with the aim of the effect of knowledge management on the drivers of organization and control of foreign nationals in tehran province.method: the research method is based on the purpose, application, and in terms of the method of doing it, it is a mixed approach. the statistical population in the qualitative section is experts and people who are knowledgeable about immigration and foreign nationals who are engaged in the immigration and passport office, which includes 5 to 30 people until theoretical saturation is reached, and in the quantitative section, the number of 90 people is estimated using the cochran formula. 70 people have been selected. to analyze the data, the kolomogrof-smirinov test was used to check the normality of the data and the multiple regression coefficient was used to test the research hypotheses. according to the value of pearson's coefficient and the level of significance, it is determined that the highest relationship related to knowledge creation and knowledge absorption was with a coefficient of 61.518.findings: the findings showed that the dimensions of knowledge management have a direct, increasing and significant relationship with the drivers of organization and control of foreign nationals. the quantitative findings of the research also showed the extent of the organization's utilization of the knowledge creation aspect of knowledge management; the organization has mechanisms to create knowledge from existing knowledge and new experiences in the first place; the organization rewards employees for knowledge and new ideas in second place; the organization encourages the exchange of knowledge and information between individuals and groups in the third place; the organization has mechanisms for creating and acquiring knowledge from various sources such as employees, customers and experiences is ranked fourth.conclusion: taking advantage of the drivers of organization and control of foreign nationals, including smartening the way of supervision, monitoring and observation of foreign nationals with an emphasis on implementing and operationalizing knowledge management is a fundamental step in organization and control.
