شناسایی ابعاد و مولفه‌های پیشگیری، کنترل و نظارت اطّلاعاتی بر واحدهای صنفی

زمینه و هدف: نظارت و کنترل اطّلاعاتی بر واحدهای صنفی، نقش اساسی در تحقق اهداف و ماموریت‌های پلیسی دارد. هدف اصلی این پژوهش، شناسایی ابعاد و مولفه‌های پیشگیری و کنترل اطّلاعاتی بر واحدهای صنفی شهرستان دماوند است.روش: تحقیق حاضر از نظر هدف، کاربردی و از لحاظ ماهیت، کیفی از نوع تحلیل مضمون است. جامعة آماری این تحقیق کارشناسان و صاحب‌نظران امنیّتی انتظامی شهرستان دماوند است. روش نمونه‌گیری از نوع غیر احتمالی هدفمند تا حد اشباع نظری به تعداد 40 نفر تعیین شده است. معیار انتخاب اعضای پنل مصاحبه، خبرگی افراد در حوزة امنیّتی انتظامی و سابقة خدمت بالای 10 سال در مشاغل اجرایی مرتبط با تحقیق است. برای گردآوری اطّلاعات از مصاحبه‌های نیمه‌ساختاریافته استفاده شده و تجزیه‌وتحلیل داده‌ها بر اساس فرآیند کدگذاری و طبقه‌بندی داده‌ها صورت پذیرفته است.یافته‌ها: باتوجه به نتایج به‌دست‌آمده، سه بعد «اقدامات پیشگیرانه، کنترل و نظارت اطّلاعاتی»، 7 مولفه در زمینه «پیشگیری‌های کیفری، اجتماعی و وضعی، سوژه‌های خاص، کنترل نامحسوس، اقدامات فنی و احضار نوبه‌ای» و 26 شاخص در ارتباط با نظارت اطّلاعاتی بر واحدهای صنفی و پیشگیری از تخلفات و جرائم واحدهای صنفی در شهرستان دماوند احصاء شد.نتیجه‌گیری: به منظور پیشگیری از تخلفات و جرائم واحدهای صنفی، ضرورت دارد اقدامات معینی با تجمیع اقدامات پیشگیرانه و اطّلاعاتی صورت پذیرد. در این خصوص مشارکت دادن اصناف و بازاریان به‌منظور آموزش همگانی و بالابردن سطح دانش عمومی و نشان‌دادن اهمیّت و ضرورت شغلی آنان در جامعه جهت ارتباط موثر با پلیس و همچنین ارائة روش‌های گوناگون کنترل، نظارت و مشارکت باتوجه به فرهنگ بومی مناطق مختلف جامعه و آموزش‌های متناسب با هریک از جرائم که در اصناف و اماکن عمومی رخ می‌دهد، از اهمیّت بسزایی برخوردار است.

background and purpose: information gathering and real-time monitoring of the surrounding environment play a key role in enhancing operational capabilities and achieving police goals and missions in the military command. the main goal of this research is to develop a suitable model of information elites in the field of monitoring the trade unions of coffee houses in damavand city.method: the present research is of applied type and mixed method in terms of purpose. the subject of study is 40 employees of the special police command of eastern tehran province in the year 1400. the validity of the questionnaires was determined based on the content validity using the opinions of professors and experts in this field. the sampling method in this research is non-probability sampling. sampling continued until theoretical saturation was reached, semi-structured interviews were also used to collect information, and data analysis was done in two stages as follows. in the first stage, information was extracted based on the results of the interviews, and in the the second was coded and classified and the general pattern governing them was deduced. to check the reliability of the questionnaires, cronbach’s alpha value (0.82) was calculated. to analyze the data, descriptive statistics and path analysis were used using spss software with a significance level (p<0.05).findings: according to the results obtained, there is a significant relationship between supervision, control and participation in public places with the level of police supervision and control, as well as the participation of trade unions in places with a significance level of 5% and a probability of 95% and the improvement of public security.
