جامعۀ اطلاعاتی ایالات متحدۀ آمریکا؛ ساختار و کارکردها

زمینه و هدف: نقش اطلاعات در کشورداری، یکی از موضوعات اساسی در مطالعات اطلاعاتی – امنیتی به شمار می‌رود. چراکه جوامع اطلاعاتی کشورها در حوزۀ راهبردهای کلان و نیز نقشۀ راهِ ترسیمی کشورها، تحت عنوان برنامه و یا سیاست‌ها نقش قابل‌ملاحظه‌ای داشته و همچنین از کنشگران اصلی در حوزۀ سیاست خارجی به شمار می‌روند. پژوهش حاضر با تمرکز بر جامعۀ اطلاعاتی ایالات متحدۀ آمریکا درصدد ارائه نقش، کارکرد، ساختار و آخرین تغییرات این مجموعه تا سال 2022 (ماه ژانویه) میلادی است.روش: تحقیق پیش رو با رویکرد کیفی و بهره‌گیری از روش توصیفی - تحلیلی صورت گرفته است که محقق با بهره‌گیری از 15 نفر از خبرگان در حوزۀ اطلاعات و امنیت و با استفاده از تکنیک دلفی و طراحی پرسشنامه‌های متعدد و بازخورد‌گیری و انجام این فرآیند تا رسیدن به اجماع نظری ادامه یافته است.یافته‌ها: یافته‌های این پژوهش نشان می‌دهد که مجموعۀ جامعۀ اطلاعاتی ایالات متحده به‌صورت پویا و به‌طور مستمر در حال تغییر و تحول بوده، به‌طوری‌که تعداد دستگاه‌های عضو آن رو به افزایش است.نتیجه‌گیری: در بررسی جامعۀ اطلاعاتی ایالات متحدۀ آمریکا، در ادوار مختلف و در اثر شکست‌های ایجادشده مطالعاتی توسط اقشار مختلف شامل دانشگاه‌ها، موسسات و اندیشکده‌های تخصصی در حوزۀ ماموریتی بر بدنه جامعۀ اطلاعاتی صورت گرفته و هر یک پیشنهادهایی را ارائه دادند که نتیجۀ آن تغییر راهبرد و شکل جامعۀ اطلاعاتی این کشور بوده است.

abstractthe role of intelligence in governance is one of the main topics in intelligence-security studies and political science. this article focuses on the intelligence community of the united states of america and aims to present the role, structure and latest changes of this collection by 2022 (january). given the role of the united states as a global arrogance, which has always considered itself a single power in acting in world affairs and is constantly seeking to interfere in the affairs of countries and various types of terrorist groups with different names and in order to carry out conflicts. proxy clashes have created and supported them all over the world. the need to monitor the intelligence-security structure of this country in terms of goals and graphic strategies as an intelligence adversary is of considerable importance. using the documentary-library method as well as monitoring the official websites of members of the us intelligence community, seeks to explain the us intelligence community and provide changes and how to manage this collection over a period of time.
