ارائه مدل کاربردپذیری فناوری زنجیرۀ بلوکی در فراجا با استفاده از روش فراتحلیل

زمینه و هدف: هدف پژوهش حاضر، انجام فراتحلیل مطالعات انجام‌شده پیرامون به‌کارگیری فناوری زنجیرۀ بلوکی در سازمان‌های انتظامی مبتنی بر حوزه‌های ماموریتی اصلی چنین نهادهایی است.روش: پژوهش حاضر مبتنی بر روش کیفی و در قالب دو گام مستقل طرح‌ریزی و اجرا شده است. در مرحلۀ نخست و به‌منظور شناسایی و تحلیل کاربردهای فناوری زنجیرۀ بلوکی در سازمان‌های انتظامی، مجموعه منابع منتشر شده در پایگاه‌های اطلاعاتی لاتین شناسایی و جمع‌آوری شدند.یافته‌ها: نتایج پژوهش در گام نخست منجر به بررسی و تحلیل تعدادی از مقالات مجلات علمی و کنفرانس‌های بین‌المللی شد (63 مورد مقالۀ منتخب). در مرحلۀ دوم پژوهش حاضر، فراتحلیل مطالعات حاصل از گام نخست، مبتنی بر 6 شاخصِ انکارناپذیری، اصالت‌سنجی، تغییرناپذیری، احراز اصالت، گمنامی و مقیاس‌پذیری و با استفاده از نرم‌افزار مَکس کیودا انجام شد.نتیجه‌گیری: نتایج حاصل از فرا تحلیل منجر به شناسایی یک درخت‌وارۀ 32 گانه از کاربردهای زنجیرۀ بلوکی در حوزه‌های پلیسی و انتظامی شد که بیشترین میزان کاربرد مربوط به اصالت‌سنجی مدیریت داده‌های پلیسی، تغییرناپذیری مدیریت داده‌های پلیسی و انتظامی و احراز اصالت مدیریت داده‌های پلیسی و انتظامی با 19 درصد است. نظر به تفاوت‌های ماموریتی فرماندهی انتظامی جمهوری اسلامی ایران با نمونه‌های خارجی، این مدل کاربردپذیری در اختیار پنل خبرگی 17 نفرۀ کارشناسان فنی و مدیریتی فراجا قرار گرفته است. نتیجۀ ارزیابی این پنل منجر به اصلاح مدل کاربردپذیری اولیۀ فناوری زنجیرۀ بلوکی در حوزۀ ماموریتی فراجا شد که بر اساس آن مدیریت سوابق جنایی، زنجیرۀ حضانت مدارک، مدیریت اموال سازمانی، احراز هویت معتبر و مدیریت داده‌های پلیسی و انتظامی به‌عنوان کاربردهای اولویت‌دار این حوزه شناسایی شدند.

presenting the applicability model of block chain technology in faraja using the meta-analysis method

background and purpose: the aim of the present research is to conduct a meta-analysis of the studies conducted on the use of blockchain technology in law enforcement agencies based on the main mission areas of such institutions.method: the current research is based on the qualitative method and was planned and implemented in two independent steps. in the first stage, in order to identify and analyze the applications of block chain technology in law enforcement organizations, the set of resources published in latin databases were identified and collected.findings: in the first step, the results of the research led to the review and analysis of a number of articles in scientific journals and international conferences (63 selected articles). in the second stage of the present research, the meta-analysis of the studies obtained from the first step, based on 6 indicators of irrefutability, authenticity, immutability, authentication, anonymity, and scalability, was performed using max kyuda software.conclusion: the results of the meta-analysis led to the identification of a tree of 32 applications of block chain in the police and law enforcement fields, the most of which is related to the authentication of police data management, the immutability of police and law enforcement data management, and the verification of the authenticity of police and law enforcement data management with 19 is a percentage due to the differences in the mission of the police command of the islamic republic of iran with foreign examples, this applicability model has been provided to the expert panel of 17 technical and management experts from faraja. the evaluation result of this panel led to the modification of the initial applicability model of block chain technology in faraja’s mission area, based on which criminal record management, document custody chain, organizational property management, authentic authentication, and police and law enforcement data management were identified as priority applications in this area.
