طراحی مدل اجتماع محور اجرای خط‌مشی‌های مبارزه با مواد مخدر

زمینه و هدف: با توجه به مزایای رویکرد اجتماع‌محور و ضرورت آن جهت حرکت هر جامعه به سمت توسعه از یک‌سو و اهمیت مبارزه با مواد مخدر از سویی دیگر سبب شد تا پژوهش حاضر به طراحی مدل اجتماع‌محور اجرای خط مشی های مبارزه با مواد مخدر بپردازد.روش: این پژوهش بر پایۀ پژوهش‌ های کیفی و کمّی (آمیخته) است که از نظر هدف، کاربردی و از حیث ماهیت و روش، در زمرۀ پژوهش‌های اکتشافی است. جامعۀ آماریِ هر دو مرحله با استفاده از روش نمونه ‌گیری گلوله برفی، 22 نفر تعیین شد. ابزار گردآوری داده ‌ها در مرحلۀ کیفی مصاحبه است که با بهره ‌گیری از روش تحلیل مضمون و نرم‌افزار atlas.ti داده های این مرحله تحلیل شد. در مرحلۀ کمّی ابزار جمع آوری داده ‌ها پرسش نامه بود که داده‌ های حاصل از آن به‌منظور کاوش شبکۀ روابط علت و معلولی هر یک از مضامین با کمک روش ساختاری تفسیری تحلیل شد. روش تعیین روایی و پایایی در بخش کیفی دو شاخص انتقال ‌پذیری و تاییدپذیری و در بخش کمّی روایی محتوا و پایایی بازآزمون بود.یافته ‌ها: تحلیل کیفی مضامین در مرحلۀ کیفی پژوهش شامل 15 مضمون کلی بود که در بخش کمّی این مضامین با بهره‌ گیری از رویکرد ساختاری و تفسیری در 6 سطح، سطح‌ بندی شد.نتیجه‌ گیری: با توجه به نتایج تحلیل میک ‌مک توجه به مضامین اثرگذار که قدرت پیش بینی‌ کنندگی بیشتری در سیستم دارند، امری ضروری است. این مضامین شامل ظرفیت‌ های جامعه، تشکل سازی، بسترهای حمایتی و انگیزشی، جذب نخبگان و توسعه و تبیین مفاهیم اجتماع‌محور بودند. از این‌ رو حرکت پلیس به سمت پلیس اجتماع‌محور مبارزه، بهره‌ گیری از دیدگاه‌ های جامعه ‌شناسان، جرم شناسان و روان‌شناسان خبره در امر مبارزه با مواد مخدر و ایجاد بسترهای لازم جهت همکاری گروه ‌های اجتماع‌محور مبارزه با مواد مخدر با مراکز علمی و پژوهشی داخلی و خارجی پیشنهاد می‌ شود.

designing a community-based model for implementing anti-drug policies

background and aim: considering the advantages of the community-based approach and its necessity for the movement of any society towards development on the one hand and the importance of the fight against drugs on the other hand, the present study aims to design a community-based model to implement anti-narcotics policies.method: this research is based on qualitative and quantitative (mixed) research, which is applied in terms of purpose and exploratory research in terms of nature and method. the statistical population was determined by 22 people in both stages using the snowball sampling method. the data collection tool is in the qualitative phase of the interview, using the theme analysis method and atlas software. the data of this stage were analyzed. in the quantitative stage, the data collection tool was a questionnaire, the data obtained from which was analyzed in order to explore the network of cause and effect relationships of each of the themes with the help of interpretative structural method. the method of determining validity and reliability in the qualitative part was transferability and verifiability, and in the quantitative part content validity and retest reliability.results: the qualitative analysis of the themes in the qualitative phase of the research included 15 general themes, which were leveled in the quantitative part of these themes using the structural and interpretive approach in 6 levels.conclusion: according to the results of the mim-mak analysis, it is necessary to pay attention to the influential themes that have more predictive power in the system. these topics included community capacities, organization, support and motivational platforms, attracting elites, and developing and explaining community-oriented concepts. therefore, the movement of the police towards the community-based struggle police, using the views of sociologists, criminologists and expert psychologists in the fight against drugs and creating the necessary platforms for the cooperation of community-based struggle groups. it is suggested with domestic and foreign scientific and research centers with drugs.keywords: development, community-oriented, struggle, drugs, policy.
