تبیین عملکردهای اثربخش پلیس بر احساس امنیت با تاکید بر مشارکت محوری

زمینه و هدف: احساس امنیت، بعد ذهنی، نگرش و تفسیر جامعه از امنیت است. این پژوهش به دنبال فراهم آوردن درک روشنی از پدیدۀ احساس امنیت و نیز بررسی و تبیین جامعه شناختی تاثیر عملکرد پلیس بر آن بوده و هدف اصلی پژوهش، سنجش و تبیین این مسئله براساس شاخص ‌هایی از عملکردهای اثربخش پلیس با تاکید بر مشارکت ‌محوری در منطقۀ جغرافیایی شرق استان تهران بود.روش: پژوش حاضر از نوع توصیفی - تبیینی است که با تکنیک پیمایش انجام شده است. جامعۀ آماری این پژوهش، شهروندان ساکن در شرق استان تهران در گروه سنی 15 تا 64 سال بود و براساس فرمول کوکران و با استفاده از روش نمونه‌ گیری احتمالی خوشه‌ ای چندمرحله‌ای، تعداد 384 نفر به عنوان حجم نمونه انتخاب شد. برای جمع ‌آوری داده ‌ها از ابزار پرسشنامۀ محقق ساخته استفاده شده و به‌منظور سنجش روایی پرسشنامه از دو روش اعتبار محتوایی و روایی سازه و برای سنجش پایایی مقیاس‌ ها، از ضریب آلفای کرونباخ استفاده شده است. تجزیه و تحلیل داده‌ها با استفاده از ضریب همبستگی پیرسون و رگرسیون چندگانه و تحلیل مسیر به‌منظور بررسی اثرات مستقیم، غیرمستقیم و ارزیابی مدل با بهره‌گیری از نرم‌افزار spss انجام پذیرفت.یافته‌ ها: نتایج آزمونِ ضریب همبستگی پیرسون نشان داد که بین کار ویژه‌های مدرن پلیس و احساس امنیت شهروندان، رابطۀ معناداری وجود دارد و نتایج تحلیل رگرسیونی و تحلیل مسیر نیز نشان داد که 41 درصد از واریانس متغیر احساس امنیت توسط متغیرهای مستقل (پایبندی پلیس به اخلاق حرفه‌ای، عملکرد پلیس در پیشگیری از جرم، رعایت حقوق شهروندی، مشارکت‌محوری پلیس و اعتمادسازی پلیس) تبیین شده و با توجه به معنادار بودن آمارۀ مربوطه می‌توان گفت که متغیرهای مستقل، دارای ضریب تاثیر معنی دار بر احساس امنیت بوده‌اند.نتیجه ‌گیری: اصولاً احساس امنیت اجتماعی، حالتی مرتبط با زیست جهان کنشگران است و وجود امنیت در فضای تعاملی آن‌ها (پلیس و شهروندان) معنی می‌یابد.‌ کنشگران در کلیۀ سطوح با مجموعه‌ای از انتظارات، وارد عرصۀ تعامل می‌شوند، اگر چنان چه به این انتظارات پاسخ مطلوبی داده شود نتیجۀ آن، احساس امنیت و آسودگی خاطر خواهد بود. بر این اساس پلیس و عملکردهای اثربخش آن، تاثیر مهمی بر احساس امنیت شهروندان داشته و پیشنهاد راهبردی این پژوهش، تقویت این عملکردها و کار ویژه‌های آن به‌صورت علمی و عملیِ اثربخش در سازمان پلیس است.

review and explain the effective actions of the police on the feeling of security with emphasis on central participation

introduction: security is one of the complex concepts in the theoretical-research field of humanities and social sciences and has a wide and slippery field from individual, public and social security to national, regional and international security. this study deals with the mental dimension and society’s attitude towards security, in the same feeling of public security / insecurity, and its main purpose is to assess and explain this issue based on some characteristics of modern police characteristics.method: the present study is a descriptive-explanatory study in which the survey method and the researcher-made questionnaire were used and in order to assess the validity of the questionnaire, two methods of content validity (with face validity method) and construct validity (with confirmatory factor analysis method) ) to measure the reliability of the scales, cronbach’s alpha coefficient is used and its value is greater than 0.70 for all research concepts. the statistical population of the study is citizens living in the east of tehran province in the age group of 15-64 years and the number of samples is 384 people and has been selected using multi-stage cluster sampling method.results: the results of pearson correlation coefficient test show that there is a significant relationship between modern police characteristics and citizens’ sense of security and the results of regression analysis and path analysis show that 41% of the variance of security variable is explained.considering the significance of fisher statistic, it can be said that the independent variables had a significant impact factor in the path model.conclusion: the police and its modern features including (central participation, building trust, respect for civil rights, professional ethics and social crime prevention) have a significant impact on citizens’ sense of security and the need to strengthen these features to scientifically prove arrives.
