پیامدهای امنیتی انتظامی جریان‌های انحرافی در استان سمنان

زمینه و هدف: با توجه به تلاش دشمنان در زمینۀ ایجاد شکاف و تفرقه در امت اسلامی، تحقیق حاضر با هدف شناخت پیامدهای امنیتی انتظامی فعالیت‌های جریان‌های انحرافی در استان سمنان انجام شده است.روش: این تحقیق از نظر هدف، کاربردی و از نظر نحوۀ گردآوری داده‌ها، اکتشافی با استفاده از تکنیک دلفی است. داده‌های این مقاله ترکیبی از نوع کیفی و کمی است. جامعه آماری تحقیق را کارشناسان امنیتی و انتظامی استان سمنان تشکیل می‌دهند. تجزیه و تحلیل داده‌ها در بخش کیفی از طریق کدگذاری و در بخش کمی نیز از طریق آماره‌های توصیفی و استنباطی انجام شده است.یافته‌ها: یافته‌ها نشان می‌دهد در مجموع 59 فعالیت عناصر جریان‌های انحرافی دارای پیامدهای امنیتی در چهار حوزۀ اقتصادی، سیاسی، فرهنگی و اجتماعی است. در حوزۀ اقتصادی، انحصارطلبی در مشاغل حساس، در زمینۀ سیاسی، انعکاس اخبار و گزارش‌های غیرواقع در فضای مجازی، شرکت در تجمعات غیرقانونی، وابستگی و ارتباط با بیگانگان و در خصوص فعالیت‌های فرهنگی، ایجاد شبهات دینی برای جلب اعتماد افراد مسلمان از طریق حمایت‌های مالی تا حد زیادی دارای پیامد امنیتی انتظامی است، اما فعالیت‌های اجتماعی در مقایسه با سایر فعالیت‌ها، دارای بار امنیتی کمتری است.نتیجه‌گیری: نوع و ماهیت فعالیت‌های عناصر جریان‌های انحرافی در سطح کشور نشان از طراحی و سازماندهی بالای آن‌ها در راستای ضربه به نظام جمهوری اسلامی و همراهی با جریان‌های معاند و ضدانقلاب به اشکال و شیوه‌های مختلف دارد تا جو ناامنی و نارضایتی را در جامعه تشدید کنند. لذا ضرورت دارد کلیۀ نهادها و دستگاه‌ها ضمن آگاهی و شناخت کامل از اهداف تشکیلاتی عناصر جریان‌های انحرافی با ابزارهای مناسب قانونی، با فعالیت‌های غیرقانونی آن‌ها برخورد کنند.

Disciplinary security consequences of deviant currents in Semnan province

Background and Aim: Due to the enemies' efforts to create divisions in the Islamic Ummah, the present study was conducted to identify the security and disciplinary consequences of the activities of deviant currents in Semnan province.Materials and Methods: This research is exploratory in terms of practical purpose and in terms of data collection using Delphi technique. The data in this article are a combination of qualitative and quantitative. The statistical population of the research consists of security and law enforcement experts of Semnan province. Data analysis in the qualitative part was done through coding and in the quantitative part through descriptive and inferential statistics.Findings: The findings show that a total of 59 activities of deviant currents have security consequences in four areas: economic, political, cultural and social. In the economic field; Monopolization in sensitive jobs and in the political field, reflection of untrue news and reports in cyberspace, participation in illegal gatherings, affiliation and communication with foreigners, and cultural activities, creating religious suspicions to gain the trust of Muslims through financial support. It has a lot of disciplinary security implications, but social activities have a lower security burden compared to other activities.Conclusion: The type and nature of the activities of the elements of deviant currents in the country show their high design and organization in order to strike at the Islamic Republic and accompany the opposition and counterrevolutionary currents in various forms and methods to create an atmosphere of insecurity and dissatisfaction. Intensify in society, so it is necessary for all institutions and devices to be fully aware of the organizational goals of the elements of deviant currents with appropriate legal tools to deal with their illegal activities.
