ارزیابی عملکرد پلیس در طرح ساماندهی اوراقچی‌های میدان شوش بر پایۀ مدل کارت امتیازی متوازن (bsc)

زمینه و هدف: ارزیابی عملکرد سازمان‌ها‌‌ می‌ تواند به عنوان یکی از ابزارهای کلیدی به بهبود وضعیت کنونی کمک کند. هدف این پژوهش، ارزیابی عملکرد پلیس در طرح جمع‌آوری اوراقچی‌های میدان شوش با استفاده از مدل کارت امتیازی متوازن است. روش : پژوهش‌ حاضر ازنوع پژوهش ‌های همبستگی (توصیفی –تحلیلی) و به شیوۀ پیمایشی انجام پذیرفته است. جامعۀ آماری این پژوهش را تعداد 102 نفر از کارکنان پلیس تشکیل می ‌دهد. ابتدا مولفه و شاخص‌ها براساس منابع معتبر و از طریق مصاحبۀ نیمه ساختاریافته با تعداد هفت نفر از خبرگان و متناسب با بوم سازمان پلیس شناسایی و در چهار بعد مدل کارت امتیازی متوازن دسته‌بندی شد. در ادامه، شاخص‌ ها در قالب پرسشنامه طراحی و بین جامعۀ نمونه توزیع شد. جهت روایی ابزار از شاخص‌های cvi و cvr و برای تعیین پایایی از روش آلفای کرونباخ استفاده شده است. برای تجزیه و تحلیل داده ‌های این پژوهش از نرم‌افزار spss22 و آزمون‌های کولموگروف اسمیرنوف، تی تک نمونه‌ای و فریدمن بهره گرفته شده است. یافته‌ ها: براساس یافته‌های تحقیق، میزان سنجه‌های مالی طرح، فرآیندهای اجرای طرح، ارباب‌رجوع و شهروندان و رشد و توسعۀ سازمانی از منظر جامعۀ آماری با توجه به میزان تی (12/53) از مطلوبیت کافی برخوردار است که به ترتیب، سنجه ‌های فرآیند های اجرای طرح، رشد و توسعۀ سازمانی، سنجه‌های مالی طرح، ارباب‌رجوع و شهروندان اولویت ‌های اجرای طرح هستند. نتیجه‌ گیری: نتایج بیانگر این است که پلیس باید در اجرای طرح ها با حذف خطای اخلاق حرفه ای کارکنان از طریق آموزش، از پاسخگویی مناسب به شهروندان اطمینان حاصل کرده و هماهنگی بین رده ای و بخشی را تقویت کند.

Evaluating the performance of the police in the plan to organize the wreckers of Shoush Square based on the Balanced Scorecard (BSC) model

Background and aim: Organizational performance appraisal can be one of the key tools to help improve the current situation. The purpose of this study is to evaluate the performance of the police in the plan to collect bonds in Shoush Square in 1396 using a balanced scorecard model Research methodology: The present research is a correlational research (descriptiveanalytical) and has been done by survey method. The statistical population of this study consists of 102 police officers. First, the components and indicators were identified based on reliable sources and through semistructured interviews with seven experts and in accordance with the canvas of the police organization and were classified into four dimensions of the balanced scorecard model. Then, the indicators were designed in the form of a questionnaire and distributed among the sample population. CVI and CVR indices were used for instrument validity and Cronbach’s alpha method was used to determine reliability. Data were analyzed using SPSS22 software and KolmogorovSmirnov, Tsample and Friedman tests. Findings: Based on the research findings and the rate of t = 12.53, Financial metrics of the plan, Project implementation processes, clientele and citizens, Organizational growth and development are sufficiently desirable. Therefore, Project implementation processes, Organizational growth and development, Financial metrics of the plan, clientele and citizens are the priorities for the implementation of the plan, respectively.. Conclusion: The results indicate that the police should ensure proper accountability to citizens in the implementation of projects by eliminating the error of professional ethics of employees through training, and strengthen coordination between categories and departments.
