نظام جامع جرم‌یابی در پلیس ایران

زمینه و هدف: بدون شک جرم‌یابی دارای اصول و قواعدی است که زمینه و بسترهای کشف علمی جرائم را در چارچوب یک نظام جامع و به صورت ساختارمند، مترقی و محکمه‌پسند فراهم می‌کند. تحقیق حاضر به دنبال طراحی و ترسیم چنین نظام جامعی برای جرم‌یابی در پلیس ایران است. روش: این تحقیق از لحاظ ماهیت توصیفی-تحلیلی با استفاده از تکنیک پیمایشی و از منظر روش‌شناسی، پژوهشی «آمیخته» از نوع «اکتشافی» است که از دو طریق کمی و کیفی انجام شده است. مشارکت‌کنندگان در بخش کیفی، شامل خبرگان و صاحب‌نظران حوزه جرم‌یابی می‌باشند که براساس اصل اشباع نظری و با استفاده از روش نمونه‌گیری هدفمند تعیین شدند. جامعه آماری در بخش کمی نیز متناسب با رده‌های مرتبط با ماموریت جرم‌یابی با استفاده از جدول مورگان، به تعداد 73 نفر و با استفاده از روش نمونه‌گیری طبقه‌ای تصادفی در نظر گرفته شد. روش گردآوری اطلاعات در مرحله کیفی، اسنادی و با استفاده از مصاحبه عمیق و نیمه‌ساختاریافته و در بخش کمی به صورت میدانی و از طریق پرسشنامه محقق‌ساخته صورت گرفته است که تجزیه وتحلیل داده‌های به دست آمده در بخش کیفی با استفاده از روش تحلیل مضمون و در بخش کمی با استفاده از تحلیل عاملی اکتشافی و تاییدی و در نهایت تحلیل مسیر معادلات ساختاری انجام شده است. یافته‌ها: براساس نتایج تحقیق، ابعاد پنج‌گانۀ ساختار، محتوا، محیط، روندها و فناوری‌ها برای طراحی نظام جامع جرم‌یابی در پلیس ایران شناسایی شد و عوامل و اجزاء متبوع آن نیز از حیث اهمیت و اولویت مشخص شدند. نتیجه‌گیری: ضمن شناسایی و احصاء ابعاد، مولفه‌ها و شاخص‌ها، مدل نهایی نظام جامع جرم‌یابی پیشنهادی برای پلیس ایران ارائه و تایید شد که شایسته است الگوی ارائه شده ملاک عمل ناجا قرار گرفته و هدایت‌های ستادی و اقدامات عملیاتی و اجرایی بر مبنای آن پیگیری شود.

Comprehensive Criminalization System in the Iranian Police

Background and Aim: Undoubtedly, criminalization has principles and rules that provide the context for scientific discovery of crimes within the framework of a comprehensive system in a structured, progressive and courtfriendly manner. The present study seeks to design and outline such a comprehensive system for criminalization in the Iranian police. Method: In terms of descriptiveanalytical nature, using research technique and from a methodological point of view, this research is a mixed research of the exploratory type, which has been done in both quantitative and qualitative ways. Participants in the qualitative section include experts and experts in the field of criminology who were determined based on the principle of theoretical saturation and using purposive sampling. The statistical population in the quantitative section was proportional to the categories related to the crime detection mission using Morgan table, numbering 73 people and using stratified random sampling method. The method of data collection in the qualitative stage is documentary using indepth and semistructured interviews and in the quantitative part is done in the field and through a researchermade questionnaire. The analysis of the data obtained in the qualitative part is done using the content analysis method and in the quantitative part, exploratory and confirmatory factor analysis and finally structural equation path analysis have been performed. Findings: Based on the results of the research, the five dimensions of structure, content, environment, trends and technologies for designing a comprehensive system of criminalization in the Iranian police were identified and its factors and components were identified in terms of importance and priority. Results: While identifying and enumerating the dimensions, components and indicators, the final model of the proposed comprehensive criminalization system was presented and confirmed to the Iranian police.
