نقش نیروی انتظامی در توانمندسازی شهروندان با رویکرد ارتقای احساس امنیت اجتماعی

زمینه و هدف: ناجا به منزلۀ مهم‌ترین نهاد اجتماعی مسئول ایجاد نظم و امنیت همواره کوشیده که از طریق تعامل با شهروندان، نقش خود را در تامین و حفظ امنیت و ابعاد احساس امنیت، به گونۀ موثرتری محقق سازد. این پژوهش در نظر دارد ضمن تبیین مفاهیم توانمندسازی و امنیت اجتماعی و ارتباط آن‌ها با یکدیگر، چگونگی تعاملات مردم و نیروی انتظامی را با تاکید بر احساس امنیت اجتماعی در بین شهروندان مورد مطالعه قرار دهد.روش: روش انجام تحقیق، توصیفی از نوع پیمایشی بوده که با استفاده از تکنیک پرسشنامۀ محقق ساخته انجام شده و نوع پژوهش از نظر هدف، کاربردی است. جامعۀ آماری پژوهش شامل مناطق بیست‌ودوگانۀ تهران است که تعداد 400 نفر از زنان و مردان شهر تهران به وسیلۀ نمونه‌گیری ساده به عنوان حجم نمونه انتخاب شدند. برای تجزیه و تحلیل داده‌ها و آزمون فرضیه‌های تحقیق، از آزمون‌های آماری مناسب با نرم‌افزار spss استفاده شده است.یافته‌ها: یافته‌های تحقیق نشان داد بین نقش توانمندسازی مردمی توسط نیروی انتظامی و ارتقای احساس امنیت اجتماعی رابطۀ معناداری وجود دارد و نیروی انتظامی بر پایۀ مولفه‌های اعتمادسازی، آموزش، حمایت و تسهیل‌گری موجب ارتقای امنیت اجتماعی در بین شهروندان تهرانی می‌شود. در بین ابعاد نه‌گانۀ شناسایی‌شده نیز مولفۀ آموزش‌های مستقیم در رتبۀ نخست ضریب اهمیت قرار گرفته است.نتیجه‌گیری: نتایج تحقیق این رویکرد را مورد تایید قرار می‌دهد که مردم ضمن تایید اقدامات نیروی انتظامی برای ارتقای امنیت در جامعه، بر سطوح بالاتری از نیازهای امنیتی تاکید کرده‌اند که لازم است جایگاه ناجا متناسب با نیازها و انتظارات فزایندۀ مردم، ارتقاء داده شود.

The role of the police in empowering citizens with an approach to promoting a sense of social security

Background and aim: The police, as the most important social institution responsible for establishing order and security, have always tried to fulfill its role in providing and maintaining security and the dimensions of the sense of security more effectively through interaction with citizens. This study intends to clarify the concepts of empowerment and social security and their relationship with each other, to study how people and law enforcement interact with an emphasis on the feeling of social security among citizens.Research methodology: The research method is descriptivesurvey which is done using a researchermade questionnaire technique and the type of research is applied in terms of purpose. The statistical population of the study includes the twentytwo districts of Tehran that 400 men and women in Tehran were selected by simple sampling as the sample size. Appropriate statistical tests with SPSS software were used to analyze the data and test the research hypotheses.Findings: Findings showed that there is a significant relationship between the role of public empowerment by the police and promoting a sense of social security and the police based on the components of building trust, education, support and facilitation promotes social security among Tehran citizens. Among the 9dimensional dimensions identified, the component of direct education is in the first place of coefficient of importance.Conclusion: The results of the research confirm the approach that people, while endorsing police actions to improve security in society, have emphasized higher levels of security needs, which need to be upgraded to meet the growing needs and expectations of the people.
